ANCSF express discontentment over ongoing ICDP implementation

Kohima, August 18 (MExN): The All Nagaland Co-operative Societies Federation (ANCSF) expressed its displeasure over the progress of the implementation of the ongoing Integrated Co-operative Development Project (ICDP) in three districts, Dimapur, Zunheboto and Mon, where the National Co-operative Development Cooperation (NCDC) had sanctioned a total amount of financial assistance inclusive of loan and subsidy components of Rs. 30 crores.
A press note appended by its president R.K Mekro stated that ANCSF has been closely watching the process and progress of the stated projects adding that even before the commencement of the second phase of implementation of ICDP in the three districts, the guidelines of NCDC with regard to selection of beneficiaries have not been adhered to on the part of the concerned authorities at the higher level.
“One major irregularity detected so far is that a good number of primary cooperative societies who have not completed 3 years maturity of registration have been allowed to avail financial assistance under the scheme in the first phase which was already completed”, said the press note adding that this is due to the fact that the political leadership at the helm of affairs of the department of cooperation charged with responsibility for implementation of ICDP that had imposed their decision upon the Project Implementation Team (PIT) for inclusion of their picked and choose societies randomly.
The Federation has appealed to all concerned authorities at all levels that deduction of any percentage on the ongoing ICDP in three district should not be allowed in order to enable the societies to implement their schemes or project properly and satisfactorily to get the desired result.
The Federation affirmed that it will continue to extend its full cooperation and support to the department of cooperation in ensuring successful implementation of Centrally Sponsored Schemes (CSS) in our state.
Meanwhile, it clarified that the federation shall not remain silent spectator when things are going wrong in the department in order to protect the rights and privileges of its bonafied members and genuine functioning societies.
