Dmp Police issues directive to second hand car dealers

DIMAPUR, SEPTEMBER 18 (MExN): Dimapur Police on Monday issued a set of directives to dealers of second hand vehicles in connection to sale and purchase of second hand vehicles under its jurisdiction.  

Commissioner of Police, Dimapur in a press notification observed that a large number of people sell and purchase second hand vehicles including motor cycles, scooters and cars in Dimapur through dealers engaged in this profession. 

It however observed that these vehicles are commonly sold without filling relevant columns especially date of transaction of form no 29 & 30 (Part-I & II) thereby resulting in transfer of vehicles to purchaser before the actual transfer of the vehicle in the records of Transport Authority.  

Pointing out that stolen vehicle (s) involved in crime are sold to several purchasers through dealers/agents of second hand vehicles, the Dimapur Police maintained that such second hands vehicles are likely to be used for commission of various type of crime like robbery etc. and even in terrorist activity.  

It said the record of seller and purchaser are not kept by the dealers or agents engaged in business of facilitating sale and purchase of second hand vehicle thus making it difficult for the investigation agencies to identify the criminals in involved in such crimes.  

In this connection, Dimapur Police, in an order, has directed all such vehicle dealers who deal with sale and purchase of second hand vehicles to maintain a register of sellers and purchasers of all the transaction of second hand vehicles.  

It also directed the dealers to ensure that form 29 & 30 and the delivery letter are duly filled with clear mention of the date of transaction, affix photographs of the seller and purchaser on the register.  

To keep copies of identification documents like election card, ration card, PAN card, driving license etc. as well as copies of form 29 & 30 Part (I & II) and delivery letter for access by the police as and when required.  

Further, the Dimapur Police has directed all concerned to inform the nearby police station if the seller or buyer is found suspicious.  

Finally, any person dealing in business of sale and purchase of second hand vehicles as dealer or agent who contravenes this order shall be liable to be punished in accordance with the provision of section 188 of the IPC and other relevant/appropriate section of law, the directive from Dimapur Police cautioned.
