‘Erring FPS should be penalized’

Dimapur, January 10 (MExN): The Consumer Society Dimapur District (CSDD) has called upon the Chief Secretary for intervention in “cancellation and forfeiture of security deposit amount of particular of those erring FPS” (under TPDS Scheme) in Dimapur district.
The CSDD in a press note issued by it president Khekivi Z wotssa and press secretary Pradip Sethi stated that over of 39 approved FPS (2010-11), some of which are not functional, non-existence and including those FPS running in contravention of the directive, order, citizens charter issued earlier – ‘Supreme Court in public hearing on PDS in writ petition case no 196/2001, central ministry in PDS control order’ 01 under section 3 of essential commodities Act’ 1955 and department of food & civil supplies’.
It has appealed the department of Food & civil Supplies to maintain that the government should make a series of reviews in government procurement and distribution transparent policy from time to time to ensure the availability of food grains, SK oil etc under the TPDS scheme to the consumers through the network of FPS only. And the initiative for consumer awareness should be made publicly.
The government should publish norms for giving fresh license and eligibility criteria for getting a license for viable FPS in the district before going to appoint for selection of appointment of new FPS, it stated.
It also suggested that the government should give more coverage of consumers after taking into account the realistic needs and requirements in the district against the centre monthly allocation and additional allocation may kindly be further taken into consideration for the benefit of consumers of Dimapur district for the period of 20100-12.
Further, the CSDD has appealed the district authority to look into the matter of genuine consumers already living Below Poverty Line in “slum areas” of Half Nagarjan, Zeliangrong village, Lhomothi Colony, Riverbelt Colony is inclusive under BPL/AAY Scheme. However, only after exclusion of existing bogus ration cards as well as units in the ration card.
