Manipur Government to 'consider' lifting of Disturbed Area status

  Newmai News Network Imphal | August 2   The State Government of Manipur will 'consider' lifting of the Disturbed Area status from other assembly constituencies/segments. However, there is no concrete decision of the State Government in this regard.   Manipur Chief Minister N Biren Singh said today during the assembly session that his government will “consider” lifting of the Disturbed Area status from certain “segments” of Manipur. The Chief Minister was replying to Congress MLA K Ranjit who wanted to know whether the State Government has plans to lift the Disturbed Area status from other segments/assembly constituencies of the State.   It can be noted here that the Ibobi Singh Government had lifted the Disturbed Area status from seven segments/assembly constituencies which fall within the Imphal Municipality area in 2004 in the wake of intense public unrest demanding the lifting of AFSPA from Manipur.   Meanwhile, the Manipur Legislative Assembly unanimously passed four Demands for Grant amounting to Rs. 7,670,878,000 after thorough discussions and voting today.   Replying to a motion for disapproval of policy cut raised by Th. Lokeshwar Singh, K. Meghachandra Singh, K. Ranjit Singh, MLA Dr. Chaltonlien Amo and Surajkumar Okram on Demand no.17-Agriculture, Agricuture Minister V. Hangkhanlian clarified that the Agricultural land is still protected by the Manipur Conservation of paddy land and Wetland Act, 2014. He also said that in order to protect the agricultural land that coordination between Revenue Department and Agriculture department is a must.   On the inability of the Government to ensure availability of “phoudi and louhon” to flood affected farmers, the Agriculture Minister further clarified that Government has already been taken up steps to distribute high yielding varieties of paddy to the recent flood affected farmers.   He assured the house that an alternative measure will be taken up if the areas inundated in the recent flood does not dry by August. He also assured to adopt a separate policy of the agricultural land of the hill areas at the earliest.   The minister further said that the Rice Research Station at Wangbal will be looked into for improvement of infrastructure and staff strength.   While clarifying to a policy cut raised by K. Meghachandra Singh, the Agriculture minister said that the Government is considering implementing a suitable policy to start double cropping method.   On the other hand, the minister clarified that formation of a House Committee may be considered only after thorough investigation to a query raised by Md. Abdul Nasir.   To a query raised by Surjakumar Okram, Chief Minister Biren assured the house that Cold Storage project will be taken up to check wastage of agricultural products.   During the demand discussion on Demand No. 39 Sericulture, the Chief Minister said that small schemes and projects have been implemented to developed sericulture in the state.   On the other hand, the Chief Minister clarified that the constitutional obligation will be looked into especially for equal developments of hills and the valley to a query raised by Alfred Kanngam Arthur.   While discussing on Demand no. 26 – Administration of Justice, Law & Legislative Affairs Minister L. Jayantakumar Singh clarified that at present there are altogether 12 vacant judicial post and all the courts in the state are computerized except for the newly established four courts in Thoubal, Bishnupur, Imphal East and Imphal West districts to a policy cut raised by K. Ranjit Singh.
