Manipur to safeguard the indigenous people

    Newmai News Network Imphal | July 28   Manipur Chief Minister N. Biren Singh said his government is taking proper steps to safeguard the indigenous people of Manipur. In his appeal to the agitating students demanding ILPS (Inner Line Permit System) in Manipur, N. Biren Singh said the students are welcome for talks.   Replying to a starred question raised by Opposition MLA R.K. Imo Singh whether Government has adequate plan/policy to curb illegal migrants entering into the State, the Chief Minister said a Check Post will be soon established at Churachandpur along with the three Foreigners’ Check Post at Imphal Airport, Mao and Jiribam functioning since January 5, 2017. He also said the Foreigners’ Check Post to check the inbound foreigners was re-designated as Immigration Check Post, Moreh in November, 2014.   He then said vigilance needs to be strengthened to check the influx of illegal migrants coming from road and air routes. He also informed the House that JIribam MLA has already sent a proposal to open Immigration gates at Jiribam. The border fencing along Myanmar border at Gopijang village in Chandel district is yet to be completed.   Opposition MLA K. Meghachandra Singh asked the Government on the present status of the three bills passed earlier in the State Assembly in connection with ILPS in Manipur. In response, the CM said, “The Protection of Manipur People Bill No. 16 of 2015” was withheld by the President of India and “The Manipur Land Revenue and Land Reforms (Seventh Amendment Bill No. 17 of 2015)” and “The Manipur Shops and Establishment (Second Amendment Bill No. 18 of 2015)” are still pending with the Central Government. He said to introduce a new Bill, consultations will be held with the stakeholders from the hills and the valley areas.   Meanwhile, Biren Singh said his Government is concerned and serious to tackle the rise in crime against women and children. The CM informed till July 2017, FIRs for 147 cases have been registered. He mentioned strengthening of Police department including induction of more women personnel, strengthening of CID and encouraging Community Policing by involving the locals.   Health Minister L. Jayentakumar Singh said the State government at present does not have a Health Insurance Policy for BPL families and that his department is studying the health insurance policy models implemented at Tamil Nadu, Mizoram and Uttarakhand.   Opposition Leader Okram Ibobi Singh initiating the discussion and voting on Demands for Grants said the Plan size of the State Budget needs to be enhanced. He also suggested shifting of New Capital City and construction of an underground metro connecting Imphal Airport and Keishampat to ease the traffic congestion. He also suggested further extension of railway line from Imphal to Moreh and to extend the Silchar-Yurembam power line to Yurembam-Thoubal.   In the ongoing Legislative Assembly Session, the house also unanimously passed Rs. 14,039,299,000 for four demands today. The demands were: Demand No 4 – Land Revenue, Stamps & Registration and District Administration (Rs. 101,69,19,000); Demand No 5 – Finance Department (Rs. 12,75,92,38,000); Demand No 28 – State Excise (Rs. 18,84,98,000) and Demand No. 29 – Sales Tax, other taxes/duties on Commodities and Services (Rs.7,46,44,000).
