Mizoram & HPC (D) hold peace talks

Newmai News Network Aizawl | September 21   Both the Mizoram government and Hmar People’s Convention (Democratic) have expressed optimism that an agreement will be signed soon. This expression from both the State Government of Mizoram and the HPC-D came after they resumed their talks in Aizawl today after five months' gap.   Additional Secretary for Home, Government f Mizoram, Lalbiakzama, who headed the government delegation in the talks told ‘Newmai News Network' that the peace talks were held under "cordial atmosphere and mutual trust". He also said that both sides widely deliberated on the proposed legislation on the autonomy, power and functions of Sinlung Hills Council (SHC) "clause by clause and the framework of agreement". “We have discussed clause by clause of the proposed Sinlung Hills Council, Bill, 2017. The talks will be continued tomorrow, September 22, during which we expect to deliberate on the proposed Memorandum of Settlement (MoS) and also detailed plans on the HPC (D) cadres,” he said.   He said that the next round of talks, as has been proposed, would be elevated to a political level. While speaking to ‘Newmai News Network' after today's talks, HPC(D) spokesperson Lalthalien also said that both sides widely deliberated on the proposed legislation on the powers and function of Sinlung Hills Council and added that they have no objection in this regard.   “The ongoing peace talks are going on in a peaceful note and we are hopeful that the final agreement would be signed at the end,” he said. He added that the proposed Memorandum of Settlement (MoS) drafted by the Mizoram government was tabled during today''s talks which will be reviewed and discussed by tomorrow for further improvement and suggestion. A church leader, who headed the HPC(D) delegation in the first and second rounds of peace talks also said that rehabilitation package and detailed plans on surrender of HPC(D) cadres would also be discussed during parleys to be held tomorrow.   The six-member HPC (D) delegation, which arrived in Aizawl yesterday, was led by working chairman of the outfit Lalthanglien alias LT Hmar. Other members include Lalthalien (Spokesperson), former Hmar Inpui president Dr. John Pulamte, social activist David Buhril, Hmar Students’ Association (HSA) assembly speaker Lalthlamuana Hmar and Lalrammuanpuia. Led by Lalbiakzama, the government delegation comprises Joint Secretary for Home Lalhriatpuia, SP, CID (SB) Rodingliana Chawngthu and OSD (Home) David H. Lalthangliana. The peace talks held at State Guest House, Chaltlang in Aizawl will be continued tomorrow, September 22, at the same venue.
