Public requested not to panic at sound of alarms for mega mock drill today

 

Kohima, November 20 (MExN): Nagaland State Disaster Management Authority under Home Department organised table-top exercise for Nagaland Emergency Preparedness Exercise (NEPEx)-2019 at Secretariat Conference Hall, Kohima on November 20.


DIPR in a report stated that Senior Specialist (Ops) NSDMA, Brig. Kuldip Singh, while briefing the AHoDs and HoDs present, said there a three stage-process of Mock Exercise: Stage-I is training on the Incident Response System (IRS) and coordination conference. Stage-II and Stage-III consist of Table-Top Exercise (TTEx) and Mock Exercise respectively. He said “TTEx is to exercise key managers in their roles and responsibilities on various simulated situations.”


Singh said NEPEx 2019 is on extreme weather phenomenon calamity where scenario will be on cloudburst affecting power, hospitals, schools, overflowing of Doyang dam, flooding in Dimapur.


He further mentioned that the exercise aims to confirm that the state is using the IRS as the response mechanism, highlight the roles and responsibilities of various stakeholders, enhance coordination, general public awareness and identifying gaps while executing.


OSD, NSDMA, Johny Ruangmei said that Nagaland will be carrying out the exercise for the third time on November 21 starting at 10:00 am. He highlighted the roles and responsibilities of different departments taking part in the exercise.


Principal Secretary, Menukhol John gave the closing remark and the function was chaired by Secretary, NSDMA, Home, Lhouchalie Viya.

 

Dimapur: DC Dimapur, Anoop Kinchi, IAS, also the Responsible Officer for NEPEX Dimapur district, maintained that disaster cannot be prevented but can be mitigated and said, “For mitigation, preparedness is the best option,” during the table top exercise on November 20, at DC’s conference hall, Dimapur. The DC called upon all the officials to take the exercise very seriously in order to be better equipped and to be in a better position to tackle when real disaster strikes. 


Reminding about October 27 flood situation specially in Dimapur, he asked all the officials present to do a realistic drill on November 21, observing that with such mock drills, the district would be able to react to the situations more efficiently if such disaster occurs again.


ADC Dimapur, V. Lovitoly Sema, also the Incident Commander for the mock exercise, said that NEPEX is done annually for testing the machineries and preparedness of the state in case of disasters. She also highlighted on the activities to be conducted during the mock drill. She further informed that all resources have to be stationed in the staging area, badminton stadium Dimapur, opposite DC’s office and requested all involved in the exercise to carry their roles and responsibilities for successful conduct of the mock drill. 


Further, the public of Dimapur are informed not to panic or be alarmed as the siren for the process of the mock drill will be sounded at 9:45 am.

 

Kiphire: Kiphire district Administration along with the district officers organised a table top exercise and review meeting for mock drill on emergency exercise which will be conducted on November 21. The meeting was held at DC’s conference hall on November 20. The meeting was chaired by DC Kiphire, Sarita Yadav IAS. 


She informed the members on their roles and responsibilities and asked them to positively act their assigned work. ADC Kiphire, Reny Wilfred, IAS highlighted how to generate greater awareness on the issue of disaster management. SP Kiphire, Amit Nigam, IPS also highlighted law and order situation during natural calamities.

 

Longleng: For effective response to the natural disaster and smooth conduct of mega mock drill on November 21, a table-top exercise was held with all the departments of Longleng district on November 20 at DC’s conference hall, Longleng. 


DC Longleng M. Shayung Phom, chairing the meeting directed all the departments and Government agencies to participate in the NEPEx as per the instructions and guidelines of Incident Response System without fail. 


ADC Longleng, D Robin spoke on the IRS system and the role and responsibilities of every Incident Response Teams. Robi Sangtam, EAC Headquarter spoke on the sequences of the actual mock drill to be performed by every department while EAC HQ. Ihoilung Chuilo gave a power point presentation on the overall picture of the Nagaland State Disaster Management Guidelines.  


Two locations were identified as the incident site hit by earthquake causing collapse of building and occurrence of landslide.
