Nagaland Essential Services (Maintenance) Act amendment bill introduced

Nagaland Essential Services (Maintenance) Act, 1978 (First Amendment) Bill, 2017 was introduced on the floor of the house here today.  

Parliamentary Secretary for Transport & Civil Aviation P Paiwang Konyak moved for introduction of the bill.  

Following the Government of India’s new National Civil Aviation Policy 2016, the state governments were requested to include Ground Handling at the Airports under Essential Services Maintenance Act in line with the central government act - ‘Essential Services Maintenance Act, 1968’.  

“Therefore, there is a requirement to amend the Nagaland Essential Services (Maintenance) Act, 1978,” stated Konyak in objects and reason statement.  

Nagaland Legislative Assembly (NLA) speaker Dr. Imtiwapang Aier informed the house that the consideration and adoption of the resolution will be taken up on December 15.

CAG and annual reports

Meanwhile, Chief Minister TR Zeliang at the session laid audit report of the Comptroller and Auditor General of India on Nagaland Khadi and Village Industries Board (NKVIB) for the year 2011-2012, 2012-2013, 2013-2014 and 2014-2015. He also laid the 50th and 51st annual report of the Nagaland Public Service Commission (2015-16 & 2016-2017). Annual Report (2015-16) and (2016-17) of the Nagaland Information Commission was also presented.  

Parliamentary Secretary for mechanical engineering & NSMDC Vikho-o Yhoshu laid annual report (2014-2015) of the Nagaland State Mineral Development Corporation Limited (NSMDC).  

Later, Dr. Niekiesalie Nicky Kire, chairman of Committee on Estimates (2017-18) laid 127th, 128th and 129th report on the action taken on observations/recommendations contained in the 121st report of the Committee on Estimates pertaining to agriculture department (Agri link road), 122nd report of the Committee on Estimates pertaining to power department and 123rd report of the Committee on Estimates pertaining to women resource development department.  

Obituaries reference

NLA Speaker Dr. Imtiwapang Aier today made obituary references in respect of the passing away of former NLA members Kiyanilie Peseyie, N Yeangphong Konyak, Viyekha Rengma, and Kiyelho Sema.  

The house observed two minute silence as a mark of respect to the departed souls.  

The Speaker said Kiyanilie Peseyie expired on October 27, 2017. He joined active politics in 2003 and got elected from 8th Western Angami Constituency and subsequently appointed as the Speaker, NLA. He also got elected in 2008 and 2013 general elections and was appointed as the Speaker and Minister for Social Welfare and Parliamentary Affairs respectively.  

N Yeangphong Konyak passed away on September 13, 2017. He was elected consecutively for three terms during the 5th, 6th, and 7th general elections from 41st Tizit Assembly Constituency under Mon district. He was also elected during the 10th general elections in 2003.  

Viyekha Rengma died on September 18, 2017. He was the first MLA from Rengma community.  

Kiyelho Sema, who passed away on November 21, 2017, was the Chairman of Tribal Council in 1963 before he got elected as MLA during the first state general elections in 1964.
