Nagaland government reviewing policy of giving landowners priority in Grade IV posts

DIMAPUR, AUGUST 11 (DIPR): Nagaland State Land Revenue Department has informed that the State Government is in the process of reviewing its policy of giving priority to landowners regarding appointment for Group-D (Grade IV) posts.  

The Government, vide notification NO.LR/4-3/KOH/2003 dated 26-7-2005, had already notified that no land shall be acquired by the Government free of cost, and there should not be any provision for giving priority in employment or contract works on the basis of land ownership.  

However, prior to 2005, there could have been some cases, where government departments had entered into some agreements with the landowners (either written or oral), and conditions were INSERT IGNOREed for giving priority in government employment or contract works to the landowners. It is also noted that in recent years, many such appointments to Grade-IV posts on basis of land ownership have led to litigations, and the High Court have been directing the State Government to formulate a proper policy on the issue.  

Therefore, in order to enable the State Government to formulate a proper policy on this issue all the State Departments have been directed to furnish the following information/documents to LR Department within one month after the issue of the OM.  

The departments have been directed to reveal whether there has been any case of land acquisition by the department after July 26, 2005, wherein conditions were INSERT IGNOREed for giving preference to the landowners in matters of giving government employment and contract works. If so, a report be submitted, giving details of any appointment/contract works already given in the past in pursuance of such agreement, along with a copy of such agreements.  

It also asked whether there has been any case of land acquisition by the Department prior to July 26, 2005, wherein conditions were INSERT IGNOREed for giving preference to the landowners in matters of giving government employment and contract works.  

The Government has further directed that pending the submission of such details by the departments concerned, its scrutiny and concurrence by the State Government, no further appointment to government job or allotment of contract work on the basis of landownership shall be done without specific approval from the Government.
