Nagaland Govt creates 13 ex-cadre posts

Under the banner of “Change is Coming,” the People’s Democratic Alliance has, without a doubt, been busy making changes in different public offices – albeit, making political appointments and creating new posts.  

On March 27, the Nagaland Cabinet yet again created 13 tenure/ex-cadre posts – seven of which are press secretaries / asst. secretaries or media officers/assistants and yet, all ranked equivalent to Class 1 Gazetted Officers or above.  

“In order to facilitate the smooth functioning of the Chief Minister’s Office, a proposal for creation of the following Tenure/Ex-cadre posts have been received from the Chief Minister,” a Cabinet Memorandum from Nagaland Home Commissioner Abhishek Singh read.  

Ten of the ex-cadre posts will be associated with the CMO. (See table for list of posts) “These posts can be created as Tenure posts and scale fixed in consultation with P&AR and Accountant General,” the memo added.  

Further, the Cabinet Memorandum stated that a request from the Deputy Chief Minister was received on March 2 for the appointment of Priyang Pandey as OSD in Government of Nagaland with headquarters at Nagaland House, New Delhi. 

Accordingly, orders were issued on March 22 whereby Pandey was appointed as OSD to the Government of Nagaland in Home Department with headquarters at Nagaland House, New Delhi.  

The Cabinet Memorandum proposed the creation of the tenure post of OSD in Home Department as a temporary measure and appointment of Pandey to the said post at a lump-sum honorarium of Rs. 1 lakh per month.  

Meanwhile, a separate order signed by Chief Minister Neiphiu Rio and Cabinet Secretary Temjen Toy on March 27 stated that the Cabinet had approved the proposal for creation of 13 tenure/ex-cadre posts.  

An OSD (Backward for Tuensang District) was also created in the rank of Joint Secretary but no name was mentioned. Two other ex-cadre posts – Press Secretary and PRO to Dy CM – in the rank of Class 1 Gazetted have also been created.
