Nagaland Home Dept workers deliberate on various issues

Kohima, October 9 (DIPR): A meeting of all the officers and staff of Home Department was held on October 6 at Secretariat Conference Hall under the Chairmanship of Home Commissioner, Nagaland, Abhishek Singh IAS.  

Various issues related to the functioning of the Home Department were discussed. Home Commissioner invited suggestions from all the officers and staff with regard to improving amenities and facilities in the Civil Secretariat in order to create a productive working environment. One key issue that was highlighted was with regard to functioning of toilets and provision of water supply in the Civil Secretariat. Several suggestions in this regard were given including making provisions for rain water harvesting or bore well etc.  

In order to come up with a time bound solution for the problem, it was decided to constitute a committee comprising of Joint Secretary (SAB), Supervisor (Home), Deputy Secretary (Nazarat Branch), to suggest on the possible solutions. Home Commissioner also exhorted the staff members for volunteering and giving suggestions.  

Another issue that was discussed was with regard to ensuring regular attendance and punctuality in office. It was observed that general attendance has been quite poor and there is an urgent need to improve the same. Suggestions were invited in this regard also, and a committee headed by Secretary (GAB), along with representatives from all branches of Home Department was formed, to ensure regular attendance of staff. Some suggestions came with regard to functioning of Bio Metric Attendance Machines, and it was suggested that in case attendance does not improve voluntarily measures like deduction of casual leave and salary for employees coming late or being absent without leave will be adopted.  

It was also decided to ensure that Home Department branches start working electronically and use e-mail as a preferred form of communication. As directed by the Government, Home Department has already created social media accounts on Facebook and Twitter, and all staff and officers of Home Department were requested to use the same not only for disseminating information, but also giving suggestions for improvement in the functioning of the Home Department. The meeting also pointed out that certain section has shortage of staff whereas; some Sections/Departments have excess staff with little work. Accordingly, it was decided to identify such Department/Sections for rational redeployment of personnel. Other key issues that were highlighted included improving the services at the canteen in the Secretariat, and also enabling smooth and hassle free GPF drawls.  

Secretary, GAB, Rovilatuo Mor highlighted the importance of maintaining Guard File, and directed that each section must maintain the Guard File with all important Government Orders and Office Memorandums so that the same can be retrieved easily as and when necessary. It was also decided to upload Office Memorandums and Government Orders on the website of the State Government for the benefit of all.

It was also discussed that various reports received from District Administration and Police Administration needs to be digitized in order to identify various trends as also to make logical inferences for decision making. The meeting also directed all Court Cases to be digitized in order to ensure that the Government does not miss out to file counter affidavits in time.  

The meeting concluded with the resolve of the Home Department to create a vibrant team for better functioning of the Home Department.
