Nagaland Public Service Commission recruitment and other rules amended

Kohima, March 12 (MExN): The Governor of Nagaland has made amendments to the Nagaland Public Service Commission (State Civil and Other Services), Recruitment Rules, 2008. The new rules called the Nagaland Public Service Commission (State Civil and Other Services) Recruitment (7th Amendment) Rules, 2017 will come into force with immediate effect, according to a notification from Chief Secretary of Nagaland, Pankaj Kumar.  

According to the new rules, “The answer keys of all examinations shall be declared by the Commission.” Meanwhile, the NPSC interview shall carry 55 marks.  

“Short-listing of candidates for the main Examination from the Preliminary Examination shall be done in order of marks scored by the candidates in the Preliminary Examination, in the ratio of 1:10 for the number of posts notified,” the amendment under Rule 14, sub-rule (12) further read.  

For the Technical (subject) paper, the pattern of question will be MCQ type. “There will be 200 questions on each paper, with 1 (one) mark for each question, with negative marking of One-third for each wrong answer. The answer keys of all examinations shall be declared by the Commission,” the notification stated.  

Meanwhile, the following was INSERT IGNOREed under clause (iv), sub-rule (2) of Rule 21, “For the Nagaland Civil Service and Allied Services, senior officer nominated by Chief Secretary and Director General of Police shall be included in the Board of Interview.”  

Another INSERT IGNOREion under N.B. (iii) sub-rule (3) of Rule 22 read, “Award of minimum and maximum marks in interview shall be in line with the system practiced in UPSC.”  

Regulation for NPSC Chairman, Members, Staff

Meanwhile, amendments have also been made to the Nagaland Public Service Commission (Chairman, Members and Staff) Regulations, 2008. Called the Nagaland Public Service Commission (Chairman, Members and Staff) (8th Amendment) Regulations, 2017, they will come into force with immediate effect.  

Another notification from Chief Secretary Pankaj Kumar in this regard read, the entries under Regulation 3, sub-clause (3) shall be substituted with the following, “Among the five Members, at least three Members shall be appointed from among persons having requisite administrative experience as laid dawn in clause (2) and have served at least Secretary to the State Government or equivalent post: Provided that, well qualified persons having good track record and integrity, of which majority should have administrative experience as per the constitutional provision shall be appointed as Chairman and Members.”  

Further, amendment of regulation 15 (1) sub-clause (i) stated, “When an appointment is to be made by an authority other than the Governor to a post on a scale of pay the minimum of which is less than Rs 5200-20200/- per month with Grade Pay of Rs. 2800/- per month, where direct recruitment can be made as per the service rules concerned.”
