NLA moves to address Municipal Act & Lokayukta Bill

• Resolution moved for revoking Assembly resolution on Municipal Act, 2006

• Select Committee on Nagaland Lokayukta Bill, 2015 presents report

Nagaland Chief Minister, TR Zeliang today moved for introduction of a government resolution towards revoking the 2016 assembly resolution regarding the Nagaland Municipal Act 2006.  

“This House hereby revokes the Assembly resolution passed by it on November 24, 2016 on the Municipal Act, 2006,” Zeliang stated on the floor of the House.  

NLA Speaker, Dr Imtiwabang Aier informed the house that consideration and adoption of the resolution will be taken up on December 15.  

Er. Levi Rengma, Chairman of the 6 member Select Committee on the Nagaland Lokayukta Bill, 2015 meanwhile presented the report of the select committee.  

With an original tenure of 6 months, owing to legal complexities involved in the Bill, the tenure of the committee was extended twice.  

The committee undertook a study tour to Karnataka and Goa to acquaint with the implementation of their Lokayukta.  

The proposed Bill seeks to establish Lokayukta for the state of Nagaland to inquire into allegations of corruption against certain public functionaries and for matters connected therewith or incidental thereto.  

Consideration and adoption of this will also be taken up on December 15.  

Today’s assembly proceedings lasted for 31 minutes which started at 9:30am and ended at 10:01am. The session will go on till December 15.  

Reiterates call for ‘solution before election’

Today’s NLA session also introduced a government resolution on the Naga political issue and the consideration and adoption of the same has been scheduled for December 15.  

Chief Minister TR Zeliang who moved the resolution on the floor of the House today, stated that the decision to pass a resolution on “solution before election” in the NLA was taken during the meeting with parliamentarians and ex-parliamentarians held on December 7.  

The resolution moved stated that the various stakeholders are sincerely and seriously engaging their minds to the core details of the Naga political issue in order to arrive at an early solution. It viewed that solution to the Naga political issue cannot afford any more delay and thereby interminably deny the Nagas their democratic rights to self-determination and other concomitant rights and vestments.  

It urged upon the Government of India to take emergent and extraordinary steps to usher in an honourable and acceptable solution to the Naga political issue well before the general elections to the 13th NLA slated in March 2018. It also urged the Election Commission of India to take cognizance of this request in order to enable all Nagas to enjoy their due democratic and other rights and function as a more empowered electorate during the elections that may be held after the solution.  

The resolution further called upon civil societies, tribe hohos, churches and other organizations to cooperate with the vision of the state government in this regard.  

Meanwhile, the resolution asked all political parties and Independent candidates to implement the demand for ‘solution before election’ in the field, whenever necessary, so that utmost unity is displayed before the Government of India and the Election Commission of India.  

Nagaland School Education Service Rules 2017 laid

In other business, the Chief Minister laid the Nagaland School Education Service Rules 2017 on the floor of the House. The new rules have to do with changes in transfer, posting and promotion of teachers and other officers under the School Education Department.  

The notification published on December 4 had stated that at present there is no proper policy on tenure, transfer and posting of principals/headmasters and teachers of government schools.

  As per the general policy of the government, a number of employees of the service are liable to be transferred to any place within the state of Nagaland.  

Keeping in view public interest, pursuit of academic excellence, the goal of securing quality education in the state and in accordance with Rule 24 of the Nagaland School Education Service Rules 2017, the notification said that policy as per the aforementioned rules on transfer and positing of teachers in the School Education Department would be followed with immediate effect.
