PMS 2nd Installment: ANCSU accuses intentional delay

Kohima, February 19 (MExN): Enraged over stalling the second and final installment of the Post-Matric Scholarship (PMS) 2017-2018, the All Nagaland College Students’ Union (ANCSU) has accused concerned departments for “intentionally delaying the file process.”


In a statement issued by its President Katho P Awomi and General Secretary Vimeyiekho Vitso, the union stated that despite continuous appeal and directive from the Chief Minister to disburse the scholarships before the end of January 2019, “the casual response from various department officials concerned towards releasing the Drawal Authority indicated their disinterest towards the directive.”


“Only on February 18 after the union demanded, the finance department cleared the drawal authority.”


The union also alleged that it has come to their knowledge that some departments are not willing to give up scholarship schemes to the common nodal cell. “It is a clear sign of the department having intentions to mismanage/misappropriate those funds meant for the students,” the ANCSU further alleged.


After learning that scholarships are to be disbursed through Public Finance Management System (PFMS) that can credit 5000 accounts per day, the Union hoped that it will take only a week (working days) to complete transaction of around thirty thousand students beneficiaries.


Iterating on earlier demands, it expressed that despite a period of six months, the district administrations has failed to submit survey report on Kohima Science College Jotsoma land issue, land survey reports on all the district colleges/institutes and also failed to take positive steps in setting up a nodal cell.


Reaffirming its sincere faith towards the State Government to deliver justice to the demands of the students, the ANCSU, then appealed the Chief Minister to seriously look into the matter and initiate necessary course of action.
