Rs 33.96 Crores released as liabilities under Social Welfare

The Nagaland State Government could soon be associated with the tag “liability government” if one has to judge by the way the Finance Department frequently releases hundreds of crores of rupees as “clearance of liabilities” under various programmes in different departments.


The latest instance of such releases, the documents of which are in possession of The Morung Express, shows that the Finance Department, Expenditure – A Branch released Rs 33, 96, 72, 000/- (Rupees Thirty Three Crore Ninety Six Lakh Seventy Two Thousand) on three different occasions “being the cost of clearance of liabilities under Wheat Based Nutrition Programme (WBNP)” in the Social Welfare Department.


In the first instance, the Finance Department released Rs 11, 81, 59, 000/- for clearance of liabilities under WBNP during 2012-13 and 2013-14 through vide NO:FIN/EXA/DA/SW/2016-17/TJ-717 dated May 10, 2016. On the same day and under the same vide number, another amount of Rs 9, 84, 10, 000/- was released being the cost of liabilities under WBNP during 2014-15.


Further, an amount of Rs 12, 31, 03, 000/- was released vide NO:FIN/EXA/DA/SW/2016-17/ZP-518 dated March 3, 2017 for clearance of liabilities of 2015-16 and 2016-17 (1st & 2nd Qtr) under WBNP.


Such clearance of liabilities for the last 4-5 years gives rise to doubtful expenditures at the cost of public money. With the State government reeling under deficit of hundreds of crores of rupees, it would do well for the government to arrest all sorts of dubious expenditures in the interest of its financial health.
