School Edu dept lays down new service rules

DIMAPUR, DECEMBER 8 (MExN): The Nagaland State School Education Department today informed that it has effected re-structuring of the department at the Directorate, District, and Sub-division levels consequent to the adoption of the Nagaland School Education Service Rules 2017.


As part of the changes, the following posts are to be upgraded: Sub-Divisional Education Officer to Senior Sub-Divisional Education Officer (11); Principal to Senior Principal (5); Principal (Hindi) to Deputy Director (1); Vice-Principal (Hindi) to Principal (Hindi) (1); Headmaster to Sub-Divisional Education Officer (10); Headmaster to Assistant District Education Officer (11); Hindi Education Officer to Assistant Director (1); Junior Education Officer (Physical Education) to Physical Education Officer (1); Junior Education Officer (Planning) to Planning Officer (1); Area Education Officer to Senior Area Education Officer (22); and Upper Divisional Assistant to Head Assistant (10).
The new rules will also prescribe mode of recruitment and promotion to various department posts.


A press release from the department today said that at the district level, the District Education Officer (DEO) in Selection Grade shall be the Head of the District in the rank of Joint Director of the Directorate and shall look after all the GHSS and GHS in the District. The DEO shall be assisted by one Asst. District Education Officer (ADEO) in the rank of Assistant Director and one JEO from Secondary Education.


The 11 Sr. SDEOs in the rank of Deputy Director shall be posted to the District HQ, with every Sr. SDEO/SDEO assisted by 1 JEO from Secondary Education and 3 to 4 Sr. AEOs/AEOs from Primary Education.


Also, minimum length of service for promotion of all cadres for every grade has been relaxed for the next 5 years.
To streamline promotion to the post of AEOs, the present incumbents shall be relinquished as under: a) Those GTs currently in position as AEOs shall be posted out as JEOs/AHMs as per seniority; b) Those PTs currently in position as AEOs shall feature as Primary Teachers in the PT seniority list.; and c) Those AEOs directly appointed as SIS shall not claim seniority over the other AEOs who were upgraded or re-designated as such from Primary Teachers.


The department also informed that henceforth no designation other than those specified in the new service rules shall be used. In case posts are sanctioned under centrally sponsored schemes, only equivalent pay band and grade pay with equivalent designation shall be used. Meanwhile the posts presently held by the ex-cadre officials shall be en-cadred on vacation of the posts by the present incumbents.


Also, the existing 11 Deputy District Education Officers (DDEOs) shall be re-designated and re-deployed as Senior Grade-I in the rank of Deputy Director of the Directorate. The 3 senior most Deputy Directors in the Higher Secondary Cadre shall be promoted to Selection Grade in the rank of Joint Director and posted as DEO as a result of exchange of posts with the Secondary cadre. Out of the remaining 9 Deputy Directors, 3 shall be posted at the Directorate and the remaining 6 as Sr. Principals, plus 5 Sr. Principals on upgradation to Deputy Director shall be posted to specific Higher Secondary Schools.


It was added that Headmasters and Assistant Headmasters posted in the Higher Secondary Schools shall be withdrawn and posted to High Schools in a phased manner.


Meanwhile, all teachers who were appointed prior to the issue of the gazette notification of the revised rules shall continue to enjoy their respective pay bands and grade pay. Only those who are appointed after shall be given the revised pay bands and grade pay.
