The Government of Nagaland has taken a commitment to integrate the Sustainable Development Goals into the policy process of the state. In this regard, the state has proposed to organize a Capacity Building exercise in collaboration with United Nations Development Programme (UNDP) for all the Nodal Officers in the state to enhance their understanding on the SDGs and start the process of designing Strategic Plans and Actions for departments to achieve the 17 Goals in a holistic manner.


Implementing SDGs requires new capacities and invigorating new ways of working in public institutions and among public servants.


To support integrated policies, government functionaries/officials need to be committed and equipped to identify and analyze inter-linkages, synergies and work across institutional boundaries and build partnerships.


Enhanced capacities are needed to improve sectorial policies, reach those who are furthest behind, envision the long-term impact of policies and possible scenarios as well as to collect and analyses data, other statistics and also urge for renewed efforts to make institutions transparent and accountable and to support participatory decision-making.


The Government of Nagaland has already started the process of nominating nodal officers from each department. It is planning to start the exercise of identifying the SDG Goal-wise indicators for schemes/programmes in the State with the Planning Department taking a lead.


The Capacity Building workshop was organized by Government of Nagaland in partnership with UNDP with a view and intended to support the state departments in the process of understanding the SDGs and integrating it in their work, understanding available data, plan for a monitoring system towards SDG implementation and development strategies and Sensitizing all departmental Nodal Officers on the SDGs. The role and the target is to work towards the fulfilment of the same and contextualizing the Global Goals to the local context and also Developing an outline for each department on their strategies and actions to be achieved by 2030 and also Creating a platform for SDG implementation in the State by Understanding the use of data, current availability and periodicity of data for achieving the SDGs and to Develop an institutional structure for taking forward SDGs in the state.


The main purpose of Capacity Building Workshop also include the participation of Principal Secretaries, Secretaries, Additional Secretaries of Key Government Departments, Head of Departments, Nodal SDG Officers and Officers from State Directorate of Planning & Finance and by bringing on the board some eminent economist, planning specialist and sector stalwarts to ensure the process with expected economic growth of the State.


Some of the main target areas include –
Enhancing the understanding on SDGs, challenges to its implementation thereby making Sustainable Development more responsive and relevant to local needs and aspirations.


Undertake an exercise on Mapping of the State and Central schemes against the Sustainable Development Goals and development of integrated financing framework.


Identification of State level indicators against the draft national indicators and correlating the same with the indicators identified in the vision plan exercise and finalization of indicators.


Awareness generation and capacity building among all stakeholders for coordinated and pooled policy and support to meet the SDG targets while ensuring that the implementation process is partnership based, fully inclusive, transparent and accountable.


To have a clear understanding on the contributions of the sub national governments in the SDG agenda and have a clear understanding on achieving SDG localization, development of M&E and data collection tools for removal of data gaps and subsequent development of SDG district index and State dashboard.


Help develop an SDG communication strategy to localize, domesticate and simplify the message of SDGs to support in generating awareness and lead to improved data generation and implementation.


Defining a clear institutional structure for implementation of SDGs in the state Enhancing understanding on SDGs and defining the role of departments in the process.


Define understanding on the local context of SDGs with both the national and global Perspective.


The goal is to design a Strategic Plan and Action Plan framework which each department will prepare for preparing the Vision Plan of Nagaland till 2030. Define a set of base indicators which can be used to start designing a monitoring process. Discuss about the availability of the data sets at the district level and proxy data for the indicators where data sources are not directly available.
