Understand ‘Naga context’ before implementing central schemes

Nagaland State Government Advisor for Industries & Commerce, Imnatiba, has underscored the need for policy makers and agencies to understand the “Naga context” while implementing central schemes and other programmes in the State.

The Advisor said that due to the problems and difficulties faced by Nagaland State, including the unresolved Naga political issue, the same guidelines for central schemes followed by other states might not be applicable in Nagaland.

Addressing the inaugural session of the National SC-ST Hub (NSSH) Nagaland State Conclave here at Agri Expo on Tuesday as special guest, Imnatiba said the organizers need to understand the Naga context if the desired outcomes are to be achieved. He said whatever industries were established in Nagaland since attainment of statehood have now closed down and local entrepreneurs cannot move ahead due to the Naga issue.

Terming NSSH as the “Mother of all schemes” for SC and ST communities, he urged upon the agencies and officials concerned to take special care while implementing the programme so that it could have the desired results as envisaged.

Further, the Advisor was of the opinion that the settlement of the Naga political issue was more important than the Citizenship Amendment Bill (CAB) and said the Church and Naga civil society should be more vociferous for the Naga issue than their opposition to CAB.

On the occasion, the special guest along with other dignitaries also released the Directory of Micro, Small & Medium Enterprises (MSME) on Nagaland State.

Success does not come overnight
Commissioner Secretary, Industries & Commerce (I & C), Lithrongla G Chishi, in her address as guest of honour, exuded confidence that all participants, especially the local entrepreneurs and students, would take back something positive from the Conclave. Lithrongla said entrepreneurs have to be patient and committed and reminded them that success does not happen overnight.

She said since “creativity” is an inborn talent with the Nagas, they must capitalize this. She urged the entrepreneurs to strive for quality and customer-friendly attitude. The Commissioner & Secretary also said the I & C Department was contemplating to organize similar conclaves in other districts and also trying hard to make all District Industry Centres (DICs) “IT-enabled.”

National Working President, Forum of SC and ST Legislators Parliamentarians and also director general, Dr. Ambedkar Chamber of Commerce, Inder Iqbal Singh Atwal, the front person for initiating the Conclave, said that the programme aims to understand how NSSH could collaborate with state governments for working together at the ground level, in order to augment the capabilities of existing SC/ST entrepreneurs.

Chairman, MARCOFED, Dr. Chuba who also addressed the gathering, spoke on the abundant availability of herbs and bamboo in Nagaland and their commercial utilisation. He however said that though the Government of India is giving so many facilities, Nagas tend to go only after easy money and subsidies.
