Use cVIGIL to check MCC violations: CEO Nagaland

cVIGIL is an online application for citizens to report on Model Code of Conduct (MCC) violations/Expenditure violations during the forthcoming General Election to Lok Sabha 2019. 

According to a booklet issued by Chief Electoral Officer, Nagaland it “denotes a Vigilant Citizen and the proactive and responsible role he/she can play in the conduct of free and fair elections.”

While it was initially launched on October 3, 2018, the app is updated regularly and the over 5 lakh people have installed it so far according to info Google play store. 

How to use?

The app is available in Google Play Store. Once downloaded, one can sign in either anonymously or with a name and register, through a one-time password (OTP).

How to file a complaint?
•   Capture photo or video of the MCC/ expenditure violation incident on CVIGIL Application.
•    Preview captured picture/video
•   Enter the Additional Location information to help in the identification of the exact location by a Flying Squad.
•   Select the nature of the complaint
•   Enter precise description of the incident in the provided space.
•   Click on submit after entering mandatory fields

According to the booklet, the App also allows to hide complainant’s phone number and identity of anonymous user, so as to encourage informing against high and mighty “without any risk of subsequent possible backlash.”

In case phone number and identity is not hidden, the complainant gets response about the action taken and he/she can also track the process.

Vigilant citizen takes the photo/video and uploads through CVIGIL app.
•   5 mins for the District Control Room to assign complaint to Field Unit for verification
•   15 mins for Field team to arrive at the site
•   30 mins for the Field team to execute the action and submit report
•   50 mins time taken by Returning Officer to inform status

Information on the Google play store regarding the app encouraged citizens to use the ECI main website for lodging the other type of complaints or call the National Contact Centre at 1800111950 or State Contact Centre at 1950 for other complaints.

During a meeting with the with members of political parties to discuss matter concerning the elections to the Lok Sabha for 2019 and the bye elections to the 26th Aonglenden Assembly Constituency on March 14, officials from CEO’ office Nagaland  had also briefed the party workers on matters concerning paid news, media monitoring committees; and cvigil applications etc.
