VILLAGE VISION CELL

As part of the yearly action plan 2011 of the Kohima District Planning & Development Board  under the theme ‘Back to the Roots’, the Kohima DPDB has proposed to conceive the formation of a cell at the village level, named, Village Vision Cell (VVC) to supplement the activities  of VDB and other agencies, both governmental and non-governmental, to facilitate the promotion of developmental activities at the village level. The VVC will be advisory in nature and will assist the agencies associated with developmental activities to accelerate the growth process. It will form a linkage at both micro as well as at macro level.
Village Vision Cell (VVC) will be a voluntary non-governmental body to be constituted at its village level. The body will coordinate, suggest, assist as well as supplement the effort of planning bodies, VDB as well as other concerned agencies or departments. The basic purpose of the formation of a VVC is to make best use of available human resources. Observing that the educated people migrate from the village and settle in urban areas, the Kohima DPDB feels that an effort should be made to persuade the educated people who do not live in the villages to be involved in their village developments. The members of the VVC may include elected legislative members, noted bureaucrats, gazette officers, retired officers, successful entrepreneurs and other prominent professionals.
VDB is a statutory body and undertakes more of physical developmental works involving general public like khels, women, youths, students etc. Whereas VVC will be confined to a limited group of individuals who are intellectuals and have the potentials to contribute either in ideas, experiences or sometimes in finances as well. The VVC will not interfere in village administration, law and order problem unless its opinion is sought. It will also not interfere in normal financial operation of VDB which are made available from various sources.
The VVC will act as facilitation cell with the aim to further coordinate and assist the process of policy formulation and implementation. It will also try to form a linkage between village as well as the agencies associated with funding for developmental projects. The operation of the VVC will be two dimensional, firstly, it will facilitate the use of available physical resources judiciously for sustainable development. It can be done through a formal institutional arrangement with VDB as well as other planning bodies of the government or locally available recourses. Secondly, it is to sensitize or to educate the villagers in the areas of sanitation, health care, career counseling, social services etc through seminars, workshops as well as through interactive programmes. It will also coordinate with bankers for maintenance of micro finance and promote self help groups in the village. The members of the VVC will share their experiences as well as achievements so as to motivate the young boys and girls of the village.
The main objectives of the ‘Back To The Roots’ is to bring back all the resourceful people of the village to their birth place and give them a chance to sit together, plan and give something to their village to whom they owe and belong to. Basically, it is an opportunity for the village to invite the villagers who are dwelling outside the village, especially those who are settled in urban areas and also serving outside the village to pay a visit and what they can contribute to their village. The VVC can come together, identify the potential areas, strengths and explore new ideas which will give maximum benefit to the children, women, youths and destitute. They can plan for upliftment of their economy, health and education. After identifying such areas, remedial measures can be adopted within its reach.  The DPDB will be executing the formation of VVCs under its respective jurisdictions. In order to encourage the VVCs for effective performance, a financial reward will be awarded to six best cells from each Assembly Constituency under Kohima district.
