Zhaleo urges extension of 10 percent central pool fund allocation for NE

Dimapur, October 12 (MExN): Parliamentary Secretary, Department of Municipal Affairs, Government of Nagaland, Zhaleo Rio IAS (Retd) gave a courtesy call to Hardeep S. Puri, Union Minister of State Independent Charge for Housing and Urban Affairs at his office, Nirman Bhawan New Delhi.

 

During the discussion, the Parliamentary Secretary highlighted on the ongoing projects and schemes under JNNURM & UIDSSMT for 2013-2014, some of which are fully or partially completed and lying unpaid to the contractors and incomplete respectively, since the Ministry GoI has stopped funding and instructed the state Government to do the needful from its own resources.

 

He expressed serious concern on the project proposals under 10% lump-sum scheme submitted to the Ministry during 2013-14 and 2014-15, which are being vetted and yet to be sanctioned in view of apparent decision to do away with the existing 10% lump-sum programme. This has resulted in non-sanctioning of the project proposals for the last four years, which relates to urban infrastructure development for providing basic needs like roads, sanitation related works amenities etc. He made a special request to extend some more years for 10% lump-sum scheme under North East region including Sikkim to continue as assured duly by the departmental review meeting held in Nagaland in the month of June 2017, between the Ministry team and the state under the Chairmanship of Chief secretary Nagaland.

 

Further, he informed that a project sanctioned during 2013-14 for Dimapur city a commercial hub for Nagaland state and North East states after having released the first instalment is being declared dropped and the state is asked to refund the amount released.

 

Under “Smart City”, the funding ratio of 50:50 basis was also discussed and the Parliamentary Secretary supplemented the resolution of the North East states Chief Ministers plea for change in the funding pattern to 90:10 ratio as majority of the states, particularyly Nagaland, have resource crunch.

 

The Union Minister was receptive to all the problems addressed by the Parliamentary Secretary and assured to take up the issues for Nagaland in particular. He also expressed special concern for development of the North East Region States in general. This was stated in a press release issued by Kuolie Mere (PRO), Nagaland House, New Delhi.
