ZNP opposes Panchayati Raj system

Newmai News Network Aizawl | July 4   Opposing the propose plan for restructuring of Mizoram’s traditional local government apparatus called the Village Council and embracing Panchayati Raj system, opposition Zoram Nationalist Party (ZNP) said introduction of Panchayati Raj system will not be feasible in Mizoram.   Speaking to reporters at a press conference on Tuesday, ZNP chief Lalduhoma said that introduction of Panchayati Raj system would not be feasible and good in Mizoram as the situation in the state is different from other parts of the country.   He also demanded amendment of Municipal Act passed during MNF government as it is considered to be unsafe for Mizoram.   Lalduhoma said that unlike in other parts of the country, Panchayati Raj and local body like municipality are not framed to be used by tribal people as "we are placed" under the Sixth Schedule of Indian Constitution.   Article 243 M and 243ZC states that Panchayati Raj and Municipality cannot be introduced in scheduled area, tribal area, hill area in Darjeeling district, Meghalaya, Mizoram and Nagaland, he said.   According to Lalduhoma, two third majority of the state legislature has to pass or approve Panchayati Raj and Municipality system if they are to be introduced in Mizoram.   “The Constitution allows us to introduce Panchayati Raj or Municipality system in line with the local ethos and tradition and we are allowed to change its name according to our choice,” he said, adding that the Parliament has to pass it after being restructured by the state legislature.   Unlike Village Council, Panchayati Raj does not have judiciary power, land holding and power for organising community work, among others, Lalduhoma pointed out.   He said that Mizoram government had on June 28 discussed about Panchayati Raj and it is now facing trouble because fund for village council has to be allocated in state budget as the 14 Finance Commission did not allocate fund for district council and Village councils.   The ZNP President also alleged that many of the non-tribals enlisted in electoral roll could not be deleted as the Municipal Act passed during MNF rule was not restructured according to the custom and culture of Mizos.   Due to the passing of Municipality Act by the state legislature, there is no special provision protecting the rights of indigenous people and up till August 2016, about 124 non-tribal traders have registered under AMC licensing regulation, Lalduhoma said and demanded that the Municipality Act be amended since it is unsafe for indigenous Mizos.
