Minister cites compliance with ceiling limit fixed by WorkCharged and Casual Employees Commission

A total of 829 Operation & Maintenance (O&M) staff were appointed under Public Health Engineering Department (PHED) in Nagaland without advertisement, Minister PHED Jacob Zhimomi stated on Tuesday. 

However, they were appointed without public advertisement as per standing Office Memorandum of the State Government (DP&AR) dated October 3, 2022. 

Instead the Minister pointed out that the PHED and Power Department are allowed to maintain the Work- Charged and Casual Employees as per the ceiling limit fixed by the Work-Charged and Casual Employees Commission. 

Accordingly, administrative approval to the proposal for filling up of the vacancies of O&M staff in the Department to maintain the ceiling limit fixed by the WorkCharged and Casual Employees Commission in compliance of the aforesaid DP&AR (Department of Personnel & Administrative Reforms) OM was issued  on October 19, 2022, he added

On question of criteria and minimum qualification followed by the department during the appointment, Zhimomi stated that as O&M staffs are unskilled labour, no prescribed educational qualifications have been specified for the applicants. 

“To maintain fairness and transparency in the recruitment process, a Departmental Screening Committee has been constituted for the same,” he maintained.

In addition, after the completion of their probation period of 2 years they will be subjected to a suitability test, he added. 

According news report based on a RTI reply in December 2023, the appointment were made during the period from November 1, 2022, to May 1, 2023.
