• The current year’s transaction is estimated to result in a Negative Balance of Rs 365.33 crore. Because of the Negative Opening Balance of Rs 2314.13 crore, the year 2021-22 is estimated to close with a Negative Balance of Rs 2679.46 crore. If this is the balance that this poll raises, then it is indeed very balanced to point out that yet again, the budget of Nagaland is very balanced. Further, if the balance is to be based on the CAG report, then again, the budget is even more balanced as the bureaucrats and their connections have provided for themselves even more construction finances to build their respective bungalows. One bungalow compared to the next one will either be larger than the other or similar thereby bringing in a balance. Going further, if the balance is on the aspect of the political fraternity again being able to recover some of their electoral investments (financial assistance to the society to be elected, before election), and has brought financial stability in their lives to ward off financial liabilities in the next election, then the balance is again pretty good. The CM described the Budget for 2021-22 as people friendly. If the people here are the political fraternity as well as the government servants (as opposed to civil servants), then the friendliness is just beyond comprehension again. To put things into perspective, a budget is an estimation of revenue and expenses over a specified future period of time and is usually compiled and re-evaluated on a periodic basis. If the balance as per the budget is based on growth of the state, we are still in the piecemeal development stage and if the balance is on the ones in authority, then, they are in the path of rampaging development individually.
