Nagaland Govt proposes Integrated Zonal Waste Processing Centre at Xukiye

•     Submission to NGT indicates move comes amid Dobagaon site stall 
•     Proposed centre to serve Dimapur, Chümoukedima and Niuland areas

The Nagaland Government has informed the National Green Tribunal (NGT) that it has decided to acquire fresh land at Xukiye village under Niuland district for an Integrated Zonal Waste Processing Centre.

The move follows the failure to operationalise an earlier waste management site at Dobagaon due to opposition and concerns over its conformity with the Solid Waste Management Rules, 2016, according to an additional compliance report filed on August 5 in the Sunrise Colony dumping area matter.

The Government stated that it had earlier acquired 10.74 acres of land at Dobagaon for setting up a waste management site/landfill for the Dimapur Municipal Council (DMC). Although DMC took possession of the land in May 2026, no waste management activity could be initiated due to “fierce opposition and non-cooperation” from citizens of Dobagaon and surrounding villages.

The villagers alleged departmental misinformation to village authorities regarding activities proposed at the site during the land purchase negotiation process. The report also stated that the site did not meet certain criteria under the Solid Waste Management Rules, 2016, particularly due to severe erosion by the Dhansiri River.

Accordingly, the State Government decided to acquire a fresh 50 acres of land at Xukiye for the Integrated Zonal Waste Processing Centre.
The proposed centre is intended to cater to DMC, East Dimapur Town Council, Chümoukedima Town Council, Niuland Town Council, Rural Local Bodies and peripheral settlements across Dimapur, Chümoukedima and Niuland districts.

Approval to initiate land acquisition was conveyed to the Commissioner and Director of Land Revenue on July 27, 2026, the submission stated. The site was expected to become operational within eight months, with a corresponding time extension sought for compliance.

Other compliance status 
Meanwhile, the August 5 submission listed several works reported as completed at the existing Sunrise Colony dumpsite, including the creation of a green belt and buffer zone in May 2024 and construction of linear drainage inside the dumpsite periphery in July 2026.

It also reported that complete fencing of the site, including additional fencing towards the Dhansiri River, was completed on or about June 2, 2026. Six CCTV cameras were installed and commissioned on August 7, 2025.

Bio-remediation at the site was ongoing at a rate of 60 to 100 metric tonnes per day, while bio-mining was stated to be 80% complete, with the entire process expected to be completed within two years.

Several works, however, remained pending, including installation of a weighbridge, construction of a concrete slab for waste processing and segregation, and an Effluent Treatment Plant.

The submission further stated that work on a 150 KLD Fecal Sludge Treatment Plant at Shozukhu was 70% complete, while waste segregation had been implemented in some DMC wards and was proposed to be extended to the remaining urban local bodies.

GT says order remains unfulfilled
Two days after the compliance report was filed, the NGT Eastern Zone Bench, Kolkata, on August 7 recorded the filing of the additional compliance affidavit and report and observed that its February 3, 2023 order was “yet to be fully complied with.”

The Tribunal expressed “strong displeasure” over the failure of the concerned authorities to give due attention and priority to its directions, noting that more than three years had elapsed without due compliance. It cautioned that heavy costs could be imposed on the concerned officers and authorities if the orders continued to remain unexecuted.

The NGT, however, granted the Chief Secretary, Government of Nagaland, and the Municipal Commissioner, DMC, one more opportunity to file additional compliance affidavits with specific undertakings on the remaining works and the dates by which they would be completed.

The matter stems from an application before the NGT concerning solid waste management and the handling of the existing dumpsite at Sunrise Colony, Dimapur. In its February 3, 2023 order, the Tribunal had issued a series of time-bound directions to the State authorities and DMC.

According to the NGT website, the matter was listed for further proceedings on August 25, but no order was available at the time of filing this report. The next hearing is listed for October 14, 2026, as reflected in the Tribunal’s August 7 order.
