Virtually ending a two-year stretch impasse of the Peren District Headquarter issue, a Memorandum of Understanding (MoU) was signed between the Government of Nagaland and landowners of Peren district in Dimapur today. The Government of Nagaland was represented by Nagaland Commissioner TN Mannen while the people of Peren District were represented by the Zeliangrong Baudi (Hoho) with its president Dennis Elung being the “witness” , endorsed the signing of the MoU.
Highly reliable sources at the meeting today informed that the memorandum was basically for finalizing the respective modalities involving land ownership, contract works and compensation between the land owners of Peren District and the state administration. “We signed the memorandum of understanding today. The exercise was mainly to initiate the process of finalizing the Headquarter of Peren” the sources said. While specific details of the Memorandum could not be made available till the filing of this report, it was confirmed that it contained clauses towards landowners– who had earmarked specific areas –giving up claims over the land earmarked for the ‘Model headquarter’. The Peren “model” Headquarter would cover an area of about 20 square kilometers, it was added.
Some of the specifics include agreement for compensation to the landowners/donors. The landowners/donors were required to give up all claims of land ownership over the specified land areas donated/stipulated. They are also bound to oblige submission of all claims over contract quotas, developmental works etc.
“The landowners are not to ask for any reservation, contract works or have any say in disputes after payment of the land-compensation” the source said.
Furthermore, the memorandum contains clauses for initiating a mechanism for giving the State government of Nagaland complete authority over any matter of dispute that may arise out of the interpretation of the agreed terms and conditions in the MoU. Relatively the compensation would be paid based on government-approved rates. The source also informed that the compensation would be paid after necessary government modalities are processed towards this effect.
