The draft electoral roll published under the Special Intensive Revision (SIR) in Nagaland has 12,06,457 electors, comprising 11,99,456 general electors and 7,001 service electors.
However, a total of 1,57,752 voters are designated Absent, Shifted, Dead, and Duplicate (ASDD) from the pre-SIR total of 13,57,208. The inclusion of 7,001 service electors brings the total draft electorate to 12,06,457, representing a net reduction of 1,50,751 electors.
According to the Office of the Chief Electoral Officer (CEO), Nagaland, 11,99,456 enumeration forms, or 88.38% of the pre-SIR electorate, were collected during the enumeration phase from August 16 to September 14.
The draft roll comprises 6,80,747 male, 6,83,462 female and no Third Gender electors. Of the service electors, 6,883 are male and 118 are female.
Female electors have, for the first time, edged ahead of male electors in the combined roll, by 2,715. Of the service electors, 6,883 are male and 118 are female, while the female advantage among general electors has offset the male-heavy service electorate.
The draft roll has been published for all 60 Assembly constituencies.
Who missed the draft?
As per the data released by the CEO Nagaland, out of the total 1,57,752 names missing in the draft e-roll and designated ASDD, overwhelming majority were in the “Absent/Permanently Shifted/Others” at 1,23,749 or 82.09% of the overall total uncollectables.
Those electors either have registered in other States or Union Territories or were not found in existence, the CEO office informed.
Others in this category also included those who did not fill their form by September 14 or “were not willing to register as an elector for some reason or other.”
Meanwhile, the enumeration exercise identified 28,944 electors (2.13% of the pre-SIR total) as deceased.
Incidentally, those enrolled at multiple places or as duplicates stood only at 5,059 (0.37%) as per the draft e-roll.
Although the CEO has not released district wise figures for the final draft roll, the last available district wise status as of September 13 showed Dimapur with the highest number of uncollectable Enumeration Forms at 36,662, followed by Chümoukedima (28,648), Kohima (24,234) and Zunheboto (11,623).
Among the other election districts, the number ranged from 1,142 in Tseminyu to 9,032 in Tuensang. Shamator (833), Pughoboto (664) and Meluri (642) had fewer than 1,000 uncollectable forms. It must be noted here that the total number of uncollectable forms stood at 1,57,451 as of September 13.
The booth wise lists of ASDD not included in the draft have been displayed at polling stations and Electoral Registration Officer (ERO)/Assistant Electoral Registration Officer (AERO) offices and uploaded on the CEO Nagland’s website, the release informed.
Soft copies of e-roll without photo have been handed over to the political parties by District Election Officers (DEOs) / Electoral Registration Officers (EROs) on September 20, it added.
What next
The CEO Nagaland, meanwhile, clarified that genuine electors whose names are absent from the draft roll can still seek inclusion during the claims and objections period from September 20 to October 20 by submitting Form 6 along with the prescribed declaration.
After the period, the EROs will scrutinise the applications and issue notices where discrepancies arise, including cases where an elector could not be linked to the previous 2005 SIR roll.
The notice and disposal phase will continue until November 18.
The CEO has also stated that no name will be deleted from the draft roll without notice, enquiry and a fair opportunity to the person concerned.
An aggrieved person can appeal an ERO’s decision to the District Magistrate within 15 days, followed by a second appeal to the CEO within 30 days of the District Magistrate’s order.
The final electoral roll is scheduled for publication on November 22, 2026.
