ESI scheme coverage now compulsory across Nagaland

Kohima, June 5 (MExN): The Employees’ State Insurance (ESI) Scheme has come into force across all 17 districts of Nagaland from November 1, 2025, making it mandatory for all factories and establishments employing 10 or more persons with monthly wage up to Rs 21,000 (Rs 25,000 for persons with disability)  to register under the ESI Act, 1948.

The Ministry of Labour & Employment had notified the implementation through a Gazette of India notification dated October 17, 2025. The Labour Department, Government of Nagaland has now issued a general information reminding employers of their legal obligation to enroll under the scheme within 15 days of its applicability, as mandated under Section 2A of the ESI Act, 1948.

The scheme applies to all employees in factories, shops, hotels and restaurants, road transport, newspaper establishments, educational institutions, medical institutions, casual or contractual workers employed by municipal bodies, corporations or central government entities (like public sector undertakings), contractors employing 10 and above workers, implementing NGO/agency, charitable trusts and other establishments as notified. All regular, casual or contractual workers are eligible.

The Labour Department has cautioned that failure to register will attract penalties and legal notices under Section 85 of the ESI Act, 1948. Proprietors and employers falling within the operational ambit have been advised to complete registration at the earliest to avoid penal action.
