Dimapur, July 23 (MExN): The deputy commissioner of Longleng district today responded to allegations said to have been leveled against him over matters understood to be related to a boundary dispute. Deputy Commissioner CK Nihekhu Sema wrote a letter today to the Additional Chief Secretary and Commissioner. What the allegations were was not mentioned in the letter.
Referring to a meeting for July 13 said to have been postponed, the DC said it was done so in consultation with the Additional Chief Secretary & Commissioner, Nagaland, and the deputy commissioner of Mokokchung. It was so, in consultation ‘just to avoid law and order problem because of the uninvited gathering of people form both the districts.’
Sema said the visit of the DC of Mokokchung to Yonglok village area on July 13, “according to her, was done as per your directive.” “Whereas I did not receive any such directive from your authority and so I did not go there for which I am being blamed by the public of both the districts,” Sema explained.
The DC also mentioned an aspect of the matter, understood to be a dispute. DC Sema said Lushei stream is regarded as the natural boundary line between the two districts and strongly supported by valid documents. According to living witnesses, Sema said, “it was verbally decided in principle on the spot on October 21, 1981 that Lushei stream, be it straight or otherwise, be the natural boundary line between Tuensang/Longleng and Mokokchung districts.”
“The same” is in the mind of many people Kangtsung and Buranamsang villagers, Sema said “of which it was reportedly expressed by one of the Kangtsung villagers who accompanied the deputy commissioner Mokokchung on July 13, 2010.” The villager from Kangtsung village admitted that the stream is the natural boundary between Kangtsung and Buranamsang villages. The deputy commissioner of Mokokchung “herself is a witness according to the Yonglok village authorities,” Sema added.
Also, responding to allegations against VG personnel at Yonglok, DC Nihekhu said to have received ‘verbal report.’ “…I had rebuked them badly and ordered that they disperse immediately that day itself. I had also begged an apology from the deputy commissioner Mokokchung for the reported behavior of the public,” Sema explained in the letter. “It was true that the deputy commissioner Mokokchung came to Yonglok, which is far beyond the inter district boundary line. And this might have prompted the villagers to express in that manner. However, the patience of the deputy commissioner Mokokchung is well-appreciated,” the Longleng DC stated.
Sema said that the appeal of the Longleng administration and the villagers of Buranamsang, Tamlu and Shemnyuching are for “restoring justice” in the matter of the boundary line between the two districts. The Longleng DC cautioned that anyone attempting to twist the truth and “justice,” would be “twisting the will of God because justice is of the Lord. Let the Living God be the judge between me and my accusers.”
