Do you agree there is a desperate need to reform bureaucracy in Nagaland? Why? Give reasons.

•    Yes, there is urgency to reform the bureaucracy in Nagaland. The COVID pandemic experience has clearly shown us that the bureaucrats do not have the leadership qualities, the know-how and the basic training required to even implement and conduct the most basic duties and requirements that a bureaucrat should be able to perform. The ATI training must update the course for bureaucrats. 

•    Yes, there is a desperate need. We keep blaming politicians, but it’s the bureaucracy that holds the real power without having to be accountable to anyone.

•    Because it is corrupt and inefficient.

•    Big yes, there are lots of reforms and transparency required in Nagaland bureaucracy. There is no law and order at all. People living in fear of NPG, almost every month a new group emerging and do extortion for illegal taxes.

•    Due to lack of accountability in service delivery which they are duty bound.

•    A saying, the only constant in life is change. So definitely and desperately with a loud cry we need change. We need a big shuffle as anything that's there for too long is already stagnant and anything that's stagnant are a good breeding place for mosquitoes and many others.

•    It is rightly stated "Corruption, the root cause of all evils", you can witness corruption right from your home with over irregular electricity; as you walk out in the streets- the road condition speaks for itself; visit government schools- lack of essential infrastructure, mid-day meal stolen; while visiting DC offices or any other departments there are many unwarranted charges etc.

Perhaps some solutions will include

1) Absolute independence of NPSC and giving it more teeth to regulate back-door appointment.

2) Posting of civil servants based on merit not on political master's wishes.

3) State government should take firm initiative to discuss with DoPT to ensure that IAS and IPS with Nagaland cadre stays in the state and carry out their duty with utmost sincerity.

There are myraid numbers of issues and starting with any constructive and effective reforms and implementing it, is the need of the hour.

•    Yes, we need it very much because those bureaucrats are the only means of direct access to reach out the public grievances. And if they don't hear the call of public cry then, there is need to change or reform the bureaucracy in our State.

•    Reform means the improvement or amendment of what is wrong, corrupt, unsatisfactory, etc. The term bureaucracy may refer both to a body of non-elected governing officials (bureaucrats) and to an administrative policy-making group. Historically, a bureaucracy was a government administration managed by departments staffed with non-elected officials. Today, bureaucracy is the administrative system governing any large institution, whether publicly owned or privately owned. If bureaucracy has done its part in taking forward societal goals and we have come to understand where it is needs improvement and strengthening, we need to reform to progress further as every aspect of societal functioning changes with time. If bureaucracy has been found wanting thanks to corruption, we need not reform bureaucracy per se but let go of those entrusted with the responsibilities to deliver public service as only the private aspirations of the public servants for power, wealth and status has seen growth in leaps and bounds. It's hardly the system that needs reformation but the people entrusted with the responsibility to deliver through the system that fails and as such, the first step in seeking reformation can be in seeking improved standards of personnel employment and their training on a regular basis for taking forward societal goals and not private goals.

•    To reform Bureaucracy in Nagaland would be impossible as the same rotten apples will remain in the barrel, same corrupt politicians will impose their corrupt practice on and in the bureaucracy, the more laws and rules it makes to protect itself from prosecution the more corrupt it becomes is the side effect of rotten bureaucracy at work. The only way would be to remove all perks and privileges and any law which an ordinarily citizen can not apply to themselves should not be allowed to be applied to any group to save themselves from prosecution for themselves.
