Tobu dist demand based on genuine needs: TDDC

Mon, October 22 (MExN): The Tobu District Demand Committee (TDDC) on Friday stated that the Tobu and Moka public demand for district upgradation is not “an ambitious demand with ulterior motives against any community or society,” but a demand based on genuine needs which can be fulfilled only if the present ADC Tobu post is upgraded to that of a district headquarter.

In a statement appended by its Convenor, Co-Convenor and Secretary, the TDDC stated that Tobu Headquarter (Hq) is the oldest administrative sub-division in Mon district which was established at Pessao Village under Tobu in the year 1952 by posting Moya as APO, which was later shifted to Tobu in the year 1954.

With majority of the villages in the interior of Myanmar boundary located as far as more than 190 kms from the district headquarter; the TDDC opined that it is certain that issues related to infrastructural and staffing gaps, lack of service delivery system and poor economic development will be faced.

“…hence Tobu District demand is a feasible and genuine demand considering various aspect such as transportation and communication from Mon headquarter, topography location surrounded by Myanmar in the east and other Naga tribal areas, developmental deficiencies such as education, health care service and problem in effective administration linkage to headquarter,’ the TDDC stated.

As early as 1987, the government of Nagaland posted I Alienba Ao as the Deputy Commissioner Tobu and in the year 2006, the proposal from the Civil Society Organization under the Tobu sub-division was made to the State government for upgradation of Tobu ADC Hq to that of full-fledged District Hq. Subsequently, in 2007 the proposal of the TDDC was the only demand for up-gradation to District Hq under Mon District that was included in the notification issued under Home Department, GAB-1 in the "list of Demands for creation/up gradation and changes in Administrative Head Quarters,” the TDDC stated.

On Friday, the TDDC expressed appreciation towards the Nagaland state Government for forming a 5-member Committee headed by the Commissioner Nagaland as Chairperson to look into the proposals related to creation or upgradation of new administrative headquarter, as well as for creation of a new district.

With all relevant documents and profile of Tobu District demand endorsed with signature of Village Councils and other stakeholders of Tobu and Moka being submitted to the State Government, the TDDC expressed optimism that the state government would be aware that it is a genuine, need-based demand.

The TDDC expressed hope that the Committee would not overlook the public cry for "just and effective governance.”

Meanwhile, it also acknowledged the wisdom of the Konyak Union in considering the need for creation of a new district bifurcating Mon district in order to facilitate the administrative convenience during the joint meeting held on October 15, 2021 at Mon headquarter.
