National Mission on Government e Marketplace (GeM) launched on 5th September 2018 to accelerate the adoption and use of GeM by major central Ministries, State Governments and their agencies. The aim of this National Mission is to promote inclusiveness, transparency and efficiency in public procurement and achieve cashless, contactless and paperless transaction which will increase overall efficiency and lead to cost saving on government expenditure in procurement.

During the 6 weeks' special drive beginning from 6th September up to 15th October 2018, the mission was launched at all the state headquarters by Chief Ministers and will cover important sectors and flagship programmes, launch of IEC campaign along with training on usage of Government e-Marketplace GeM for both buyers and sellers, buyer registration drive to on board with government agencies and vendor registration drive will have a special focus on MSMEs. The aim of the National Mission is to promote inclusiveness, transparency and efficiency in public procurement and achieve cashless, contactless and paperless transaction. This will increase overall efficiency and lead to cost saving on government expenditure in procurement.

The GeM after its launch has crossed Rs.10,800crore in value terms and 6.96 lakh in volume of transactions through the platform and more. More than 1.35 lakh sellers had offered 4.43 lakh products on the GeM platform which has 26,500 organizations as buyers. While all States and Union Territories are buying through GeM, 25 States and UTs have already signed a MoU to make procurement through GeM mandatory. It has led to an overall average saving in cost of procurement to the tune of about 25%.

The GeM platform provides online, end to end solution for procurement of commonly used goods and services for all Central Government Departments, Public Sector Units and affiliated bodies. This National Mission on GeM is going to cover important sectors and flagship programmes. Govt. will launch IEC campaign and is going to provide training on “How to Use GeM Portal” for buyers and sellers. A buyer registration drive will be on board with government agencies and more over Separate vendor registration drive will also be organized with special focus on MSMEs.

It is worth mentioning that GeM Portal which was launched way back in 2016 on 31st August 2018, has crossed more than Rs. 10,800 crore in total value and the figure is still increasing day by Day. The total volume of transactions has reached 6.96 lakh through the GeM platform. This is an online platform which provides end to end solution for procurement of commonly used goods and services for all departments of Central & State Govt. Public Sector Units and affiliated bodieshad started to serve to increase the adoption and use of GeM Portal by major ministries of central govt., state govt. and agencies too. National Mission on GeM aims to promote inclusiveness, transparency and efficiency in public procurement of products. Government e-Marketplace (GeM) is a very bold step of the Government with the aim to transform the way in which procurement of goods and services is done by the Government Ministries/Departments, PSUs, autonomous bodies etc. DGS&D with technical support of NeGD (MeitY) which has developed GeM portal for procurement of both Products & Services. GeM is a completely paperless, cashless and system driven e-market place that enables procurement of common use goods and services with minimal human interface.

Some of the special Benefits of Government e Marketplace GeM are like -;
1.     Direct purchase on GeM can be done in a matter of minutes and the entire process is online, end to end integrated and with online tools for assessing price reasonability.

2.     For procurements of higher value, the bidding/RA facility on GeM is among the most transparent and efficient, in comparison to e-procurement systems in vogue within the Government sector.

3.     For creating a bid/RA, the buyer does not need to create his/her own technical specifications as they have been standardized on GeM. These would make GeM an extremely powerful tool in the hands of Government organizations to plan and procure.

GeM is a completely secure platform and all the documents on GeM are e-Signed at various stages by the buyers and sellers. The antecedents of the suppliers are verified online and automatically through MCA21, Aadhar and PAN databases. For high value bids/RA on GeM, an e-Bank Guarantee is also being introduced. GeM is by far a better system which relies more on financial instruments (EMD in case of tenders for large procurements only) to guarantee good conduct by the suppliers. In the existing system, there is zero check on the antecedents of the suppliers and for small value procurements is up to (up toRs 1 lakh) which cumulative value is huge across the Government organization.
