1.23 lakh employees in Nagaland Govt payroll

Government spends Rs 7090 crore on Salary & Allowances

A total of 1,23,182 employees were under the Nagaland State Government’s payroll as of March 31, 2021, according to the ‘Explanatory Memorandum’ laid before legislature during the recently concluded 11th Session of the 13th Nagaland Legislative Assembly (NLA).

Out of the total, 1,09,508 employees were designated as ‘Non-Development’ or under State Departments while 13,674 were employed under Centrally Sponsored Schemes (CSS)/ Centrally Planned Schemes (CPS) etc.

As per the ‘Schedule Indicating the Total Expenditure on Salaries and Allowances’ of the Memorandum,  a total of Rs 7090 crore is estimated to be spent for the 1.23 lakh employees on 2022-23, out of  which over Rs 6851 crore is expected to be spent from State’s resources while Rs 277.26 crore were from CSS/CPS. 

The money spent by State Government is designated as ‘non-development’ and those from CSS/CPS as ‘development’ in the Memorandum.

Top employer

Meanwhile, further analysis informed that the department with highest employees was Civil Police at 25,833, all under state’s payroll and designated ‘non-development.’

Next was the School Education at 22,402 employees. However, out of this, 4506 were under various central schemes and 17,896 were under the State. 

Third on the list was the combined workforce of 9895 in the Public Work Department (Police Engineering Project: 297; Roads and Bridges: 5720; Housing: 2707; Police Engineering Project: 297 and Mechanical Engineering: 874), all under the category of ‘non-development.’

The Medical, Public Health & Family Welfare was next with 9788, with 581 under CPS/CSS and 9207 under State Government. 

The fifth was Village Guards (9744), followed by Social Security and Welfare (8494); District Administration (3807); Power (2745); Civil Secretariat (2266) and Animal Husbandry & Dairy Development (1589). 

However, for the Social Security and Welfare Department, a total of 8307 were under CPS/CSS and only 187 were under State’s payroll.

Fluctuating numbers

Meanwhile, detailed analysis of earlier documents informed that number of employees showed on increasing trend from 1.23 lakh in 2018-19 to 1.27 lakh in 2020-21, before falling to 1.24 lakh the next year.

It further decreased to 1.23 lakh as per the latest document, with downfall in both State Government and CPS/CSS employment. (See table)
