NA (No.2) Bill authorizing withdrawal of Rs. 18026,10,88,000 passed

Nagaland Legislative Assembly (NLA) Deputy Speaker Zhaleo Rio today adjourned the third session of 13th Nagaland Legislative Assembly (NLA) sine-die after completing all the assembly proceedings.

Tuesday’s proceedings ended at 8:40 pm.

The Nagaland Appropriation (No. 2) Bill 2019, which authorized withdrawal of Rs. 18026,10,88,000 (Rupees eighteen thousand twenty six crore ten lakh eighty eight thousand only) from and out of the consolidated fund of Nagaland State towards defraying the several charges which will come in course of payment during the year ending on March 31, 2020, was passed on the floor of the House today.

This Nagaland Appropriation (No.2) Bill, 2019 was moved by Chief Minister Neiphiu Rio, who also holds finance portfolio.

Demand for grants for the year 2019-20 was passed unanimously after the Opposition withdrew 27 cut motion following an appeal made by Chief Minister Neiphiu Rio to the Leader of Opposition and the opposition benches to withdraw it with an assurance to take into consideration all the positive suggestions.

The session which started on February 21 witnessed adoption of government resolution rejecting the Citizenship Amendment Bill (CAB), 2016 on February 25 after three days of debate on the controversial bill vis-a-vis Article 371 (A) of the Constitution of India and the Bengal Eastern Frontier Regulation (BEFR) Act of 1873. 

The question hour in the six days long session witnessed 33 starred questions and 28 unstarred questions.

The Members of NLA (Disqualification on Ground of Defection) Rules, 2019 was laid on the floor of the House today and later approved by the house for immediate effect.

Mentionably, the Opposition Naga People’s Front staged a walk out twice in this session.

Earlier, Nagaland Appropriation (No. 1) Bill, 2019 was passed on February 23, which authorised the withdrawal of Rs. 2154,20,03,000 (Rupees twenty one thousand fifty four crore, twenty lakh, three thousand only) from and out of the Consolidated Fund of Nagaland Sate for the financial year 2018-19.

The House also passed Nagaland Lokayukta (Amendment) Bill, 2019 and Nagaland Nursing Council Bill, 2019.

Chief Minister, Neiphiu Rio, who is also in-charge of finance presented a budget on February 25, and termed it as “People Friendly Budget.”

Earlier, Rio, on Tuesday, laid Nagaland State Power Policy 2018 of power department, Nagaland Startup Policy 2019 of industries & commerce department, Nagaland Fire & Emergency Service Rules, 2018, 52nd Annual report (April 1, 2017- March 31, 2018) of Nagaland Public Service Commission, Annual Report 2017-18 of Nagaland Information Commission and Nagaland Economic Survey 2018-2019 of the economics & statistics department.

Meanwhile, Rio in his reply after general discussion on budget conveyed sincere appreciation to all the members who have participated in the deliberations.
