65% govt schools in Nagaland have no safety precautions for children: Report

A survey on “School Based Statistics in Nagaland” conducted by State Council of Educational Research & Training (SCERT) Nagaland as part of “2017: Year of Research” has found out several anomalies in regard to facility for Children With Special Needs (CWSN), hostel facility, Teaching Learning Material (TLM) and play material, free text book and uniforms, play ground, boundary walls, electricity connection, library facility, computer facility etc.

  “We have found out certain weaknesses in regard to the facility for CWSN, hostel facility, TLM and play material, free text book and uniforms, play ground, boundary walls, electricity connection, library facility, computer facility etc.,” the report stated.  

The data for the School Based Statistical Survey, which was released here today, was collected from the entire (1221 Schools) Primary and Upper Primary, Secondary and Higher Secondary government schools in the state.   The data was collected in collaboration with Naga Students Federation (NSF) and Eastern Naga Students Federation (ENSF).   Based on the findings made in the study, various suggestions were put forward as policy prescription towards improving the quality of school education.  

It includes; to provide facility for CWSN as it is found that 86% of government schools in the state do not have this facility, to provide hostel facility in the schools as 97% of government schools in the state do not have this facility, to have more schools visitations by SDEO, DSE in districts like Dimapur, Mokokchung Peren, Phek, Wokha and Zunheboto in a year, more transparency in providing school funds as many schools in all the districts have not received School Development Grant, to have female representative in the Parent Teacher Association (PTA) as per norms as 47% of the schools in the state have no female representative in PTA, to provide free text book in time as 43% of the schools responded that it did not receive text book on time.  

Other suggestion includes; to provide free school uniforms as many schools in the districts like Dimapur, Mon, and Wokha did not get free school uniforms, to provide safe drinking water facility as 42% schools responded that that there is no safe drinking water facility, to provide separate toilet for boys and girls as 35% schools responded that there is no separate toilet for boys and girls, to provide disable friendly toilets as only 13% schools in the state have disable friendly toilets, to provide ramp with railings as only 28% schools in the state have ramp with railings, to provide safety precautions for the children as 65% of the schools in the state disclosed that there are no safety precautions for the children.  

Further suggestions were also made to provide playgrounds in the school as 66% of the schools in the state disclosed that there are no playgrounds in their schools, to provide boundary walls in the school as 77% of the schools in the state disclosed that they have no boundary walls, to provide electricity connections as 54% of the schools in the state disclosed that they have no electricity connections, to provide library facilities as 89% of the schools disclosed that there are no library facilities, to provide computer as 61% of the schools in the state disclosed that there is no computer facility.  

The report also stated that the issue of untrained teachers needs to be handled with all seriousness as 48% of the teachers is still found to be professionally untrained.  

It also suggested that the DIKSHA programme be implemented properly so that the state can maintain the exact figure of number of teachers, trained and untrained teachers in the state.  

It also suggested that for all teachers’ appointment made from Directorate of School Education, a copy should be given to Director, SCERT for maintaining proper statistics of teachers.  

In the meantime, the report claimed that a considerable progress has been made in implementing CCE in government schools across the state and also in regard to School Management Committee (SMC) and MDM.  

“It expected that the findings and suggestion of this survey will facilitate in planning, management and monitoring of different programmes being implemented in the state,” the report stated.
