Apropos the recent monster landslides that occurred in Nagaland astride NH 29 and in Zunheboto district, which led to the unfortunate loss of lives and property. The terrain of the state is majorly hilly as such the threat of landslides is Pan Nagaland, more so it enhances during the monsoon season. The cause for the recent tragedies cannot be entirely apportioned to the road construction firm, as the plans for the project are invariably approved by the State PWD. However, in future the State Government could mitigate the losses and sufferings from Landslides by adopting a long-term approach. Though worthy readers of your esteemed newspaper have voiced their concerns and given valuable inputs, some additional suggestions are offered for consideration.
(a) Gaps in Geo Mapping of landslide hazard area in the state be updated and periodic inspection of the same be conducted to assess their real time threat.
(b) Preventive and Remedial works be identified and prioritized and be undertaken in a phased manner as per availability of funds.
(c) Land use Regulation be formulated and enforced in the State.
(d) Environmental Clearance should be mandatory for any new Development Project that could create fresh threats from Landslides.
(e) An Inter departmental Disaster Management Cell be established for monitoring, issue of Early Warnings of Landslides, Rescue and Relief.
(f) The State Civil Supplies Department to ensure Monsoon Stocking of Essential Commodities at appropriate locations to offset shortages of essential commodities due disruption of communications due landslides.
(g) NDRF Teams be deployed and tasked to expeditiously carry out Rescue and Relief.
(h) Army/Assam Rifles/IAF/Border Roads Organization be coopted to synergise efforts of all agencies to ensure prompt rescue, relief and restoration work.
(i) Modern Farming methods be encouraged and Jhoom Cultivation should give way to Terrace Cultivation
(j) School Curriculum should include education on Causes, Prevention and Mitigation of of challenges from Landslides.
In view of the climate change in the world the region is experiencing abnormal rains, causing floods and landslides. Only sustainable development related construction should be undertaken as engineering works weaken the hill slides and make the slopes vulnerable and landslide prone.
