Affiliation: Notice to be tabled in NLA today

THE NAGALAND GOVERNMENT appears to be taking a cautious stand on the issue of affiliating other schools, especially from the hill districts of Manipur, to the Nagaland Board of School Education. “People talk about affiliation but we cannot act hurriedly,” NPF president and Urban Development Minister, Dr Shurhozelie said today. “Once we take a step we have to see that it helps both states.” 

The State government will table a copy of the ‘notification’ on affiliation of schools from outside Nagaland to NBSE tomorrow at the tenth Nagaland legislative assembly session. 

However, whether to allow debate or not is the prerogative of the Speaker, he said.

“There is no legislation on affiliation. We are going to table only a notification”, Shurhozelie said, while denying the news report that the Nagaland government has passed a legislation allowing the schools from hill districts of Manipur state to NBSE.

Amendment or passing of legislation on the issue will still take lots of time and needs of lots work to do; till such time, even the state government cannot give any comment, the minister also added.

Leader of opposition, I Imkong, chose to remain hush-hush on the affiliation issue, stating that the Congress will react only when it is tabled in the floor of the house by the government.

“The government is yet to table the legislation on the floor of the house. We will react only in the house,” Imkong said after attending a meeting of the Congress Legislature Party.

If the Speaker allots time for debate, the affiliation issue will apparently consume a good time of the first day’s session. Today, both the ruling DAN and Congress Legislature Party met as part of exercises in gearing up for tomorrow’s assembly.

The tenth assembly will be marked by obituary reference, questions, laying of reports, adoption of resolutions and passing of bill if any. And according to sources in Delhi, Manipur Chief Minister O Ibobi Singh met Union Home Minister Shivraj Patil today. Ibobi is believed to have raised the issue of affiliation with him.
