Against RIIN backdrop, JCPI to discuss indigenous Naga issue

DIMAPUR, JULY 3 (MExN): The Joint Committee on Prevention of Illegal Immigration (JCPI) will deliberate on the issue of indigenous Naga given the widespread adoption and mixed marriages prevalent in Naga society. 

The development comes in the backdrop of the announcement made by the state government to implement Register of Indigenous Inhabitants of Nagaland (RIIN) and the ILP in the whole of state including Dimapur. 

To deliberate on these issues, a press statement issued by JCPI has reminded all tribe hohos and mass based organizations of the meeting convened on July 5, 11 am at Hotel Saramati, Dimapur. 

It stated that the issue of “who is an indigenous Naga need to be deliberated given the widespread adoption and mixed marriages prevalent in Naga society, mainly against the backdrop of major IBI infiltration into the state.”

It asserted that unless the Nagas understand the definition of "who is an indigenous person and who is not” the implementation of ILP in the state (and Dimapur) stands to be a useless exercise. 

Maintaining that it was due to the incessant pressure of the JCPI and the ‘sagacity of Temjen Toy, Chief Secretary,’ which led to the formation of Abhishek Committee on ILP, the JCPI said it is only expected that both the entities co-operate and listen to each other, particularly when the very sensitive RIIN exercise is about to take place. 

While the teachers will be roped in to enumerate the indigenous inhabitant exercise, the JCPI reminded the state government that situation like the e-roll farce prevalent in the state cannot be allowed to take place in RIIN enumeration. 

Also pointing out that the Election Commission of India (ECI) has admitted that out of 11 lakh entries in the e-roll, 4 lakhs entry are bogus, the JCPI said the Naga civil society “cannot allow the teachers - to be fair, teachers are under pressure from politicians, clan, regional, tribal politics- to have the final say as far as indigenous enumeration is concerned.”

Stating that there has to be some sort of vetting in the enumeration process by a third party, the JCPI has urged the state government to wait for the outcome of the July 5 meeting which would seek to address, find solution to the any loopholes that may wreck the initiative of the government.
