
Kohima, July 5 (DIPR): Chief Secretary of Nagaland, Pankaj Kumar has said that suitable action has to be taken in case of excess employees in departments. Speaking on Personnel Information Management System (PIMS) at the meeting of Administrative Head of Departments (AHoDs) and Head of Departments (HoDs) on July 4, the Chief Secretary said there has to be no discrepancies and if any department has excess employees, clarification needs to be done.
The P&AR department gave a presentation on PIMS from April 1 to May 31, 2016 and said 45 departments have been authenticated and were found satisfactory. It also said 38 departments are yet to be authenticated. Some middle and small departments are yet to access the PIMS, it was added.
Commissioner & Secretary IT&C, KD Vizo gave a presentation on Biometric attendance system of the officers and staff in the Civil Secretariat. From the attendance record of the top 50 users from May 16 to June 24, 2016, he said attendance in the rank of Secretary and above improved. However, the overall attendance has been decreasing since June.
The Power Department apprised the meeting on ‘Bill Digitally’, where Kohima and Dimapur districts will soon be introduced with online payment of bill. The Chief Secretary said the department plans to introduce the system in the remaining districts too in the near future. Meanwhile, the Chief Secretary asked the PHED also to initiate online operation and encouraged them to take up such innovative issues.
The Draft Guidelines of the Chief Secretary’s Welfare Fund was read out by the Chief Secretary himself.
The meeting discussed on contributing to HIV/AIDS issue by all government departments as a Corporate Social Responsibility. The Chief Secretary on this issue decided to make a consensus contribution from the welfare fund towards controlling the alarming increase rate of its spread in the State.
Regarding the Republic Day celebration 2017, it was decided that selection of Tableaux will be done by an expert committee from the ministry based on important episode of the State history, social and economic achievement, mission for the future etc. He therefore called upon the departments to come forward with their activities, vision, plan or mission on or before July 29.
The CEO, Sanjay Kumar, IAS speaking on SVEEP III Project plan 2016-2020 under which all departments should constitute SVEEP cell and a place for registration is mandatory. In this regard, the Chief Secretary directed all the departments to depute one nodal officer and an assistant, their names and designations and submit the details to the CEO on or before July 15. The Chief Secretary also said that matters relating to election process will be taken up separately.
The CEO also informed that the ECI has given direction to P&AR to depute its personnel to assist CEO in election process. He also said the activities of election machinery in the state like Block Level Officers (BLO) report should be given to ECI weekly. The officers have to pay attention and respond on time on the accuracy of voters list where it has failed, the CEO said. A request was made to the CEO to organize special meeting to discuss the details on election matters.
The Taxes department gave a PowerPoint presentation and informed the house that every department should access their websites for availing the e-services being provided such as PAN number, e-registration, e-road permits, CST/C form, e-payments and e-challan module..
The meeting also discussed the issue of mandatory affidavits required by various departments from the public. In this regard, the Finance Department informed the bank clearance certificates/affidavits are no more mandatory except from those with liabilities. However, to bring out a list by the Home Department on mandatory affidavits, the departments have been informed to submit the specific requirements for affidavits to the Home Department within a month.
On the CAG & PAC Reports, departments have been instructed to submit their report to Finance Department on time as specified.
It was also pointed out that New Pension Scheme which came into effect in 2010 needed to be addressed by all the departments urgently. Many NPS members have been created but still with zero deposits, it was highlighted. DDOs are supposed to make timely and monthly deposits otherwise it will negatively affect the employees during their pension process, the meeting said.
The Department of Planning highlighted the functioning system of NITI Aayog and reminded that Plan and Non-Plan financing are no more separate. The Department also encouraged the possibilities of collaboration with corporate houses in joint ventures for development of the state.
