Allow unrestricted movements of trucks and goods carriers: MHA to States/UTs

New Delhi, April 30 (MExN):  The Union Home Secretary has reiterated on Thursday that movement of all trucks and other goods carrier or vehicles are allowed to ply ‘without any hindrance’ and directed concerned authorities to strictly adhere to its guidelines.      In a letter to the Chief Secretary of States and Union Territories, (UTs), Home Secretary Ajay Bhalla drew their attention to two clauses under the Ministry of Home Affairs (MHA) Order on April 15.

The clauses stated that  “All goods traffic will be allowed to ply” and “Movement of all trucks and other goods carrier /vehicles with two drivers and one helper subject to the driver carrying a valid driving licence, an empty truck/vehicle will be allowed to ply after the delivery of goods, or for pick up of goods." However, the letter noted that there were reports that at inter-State borders in different parts of the country, movement of trucks is not allowed freely and local authorities insist upon separate passes.  As per the guidelines referred to above, no separate passes are “required,” it said.  “Accordingly, all States and UTs shall ensure that district authorities and field agencies are informed of the above instructions, so that there is no ambiguity at the ground level, and movement is allowed without any hindrance, it added.
