Angami women want early 33% quota

Dimapur, July 12 (MExN): An Angami women organization, Angamimiapfü Mechü Krotho (AMK) today called for early implementation of the Women Reservation Act to pave way for Naga women to have greater participation in building the Naga society. The AMK referred to women around the world who are today holding even seats of head of states and governments and defining development, economic success and efficiency in governance.   
 “In fact, half of the countries of the world today including the most advanced nations are using some type of electoral quota for women for their parliament for seats ranging up to 50 %. A worthy example is that of  Taiwan  which  is said to have  installed a ‘reserved seats’  system  for women  starting from  1953  thereby  giving high priority to women and their education which  went on to make the  ‘Taiwan Economic Miracle’,” a note from the AMK leadership reminded today.
 “AMK, the apex body of all Angami women, have our deep appreciation towards leaders of the State Government for having incorporated provision of reserved elected seats for women in the Nagaland Municipal Act. We, at the same time, stand in solidarity with the Naga women in voicing out their concern for early implementation of the Act for paving way to women to have greater participation in the building up of our people,” a statement from the AMK said today.
The organization reminded that the Government of Nagaland  by making  an amendment to the Nagaland Municipal Act 2001 in the year 2006 have promulgated one third reservation of all elected seats for Women in the municipal and town councils of Nagaland . “Though the Act has been passed in favor of Women which is a welcome step taken by the Government, till today it has not been implemented,” the AMK stated in lament.   
An increasing number of countries are introducing various types of reserved quotas for women in public elections, the AMK stated. “No nation can truly  progress  and  achieve goals of equitable development  if the high  resources  in women  - their  energy , skills , knowledge  , drive and enthusiasm are ignored  and kept unutilized,” the organization stated. The AMK referred to Article 181  of the 4th World Conference on Women , Beijing in 1995 –  “ Achieving  the goal  of equal participation of women and men in decision making will provide a balance that more accurately reflects the composition of society and is needed in order to strengthen democracy and promote its proper functioning . Without the active participation of women and the incorporation of women’s perspectives at all levels of decision making, the goal of equality, development and peace cannot be achieved.”
The organization pointed to the Constitution, which guarantees equal rights for both sexes and entitles women to enjoy economic, social, cultural and political rights on an equal footing with men (Article 325). Women represent half of the population of Nagaland state and so have the right to half of the seats. “Women’s legal and human rights must be respected,” the AMK stated.
If Nagaland state does not implemented the reservation Act, woman candidates would face difficulty in finding a place in government bodies to speak as a woman member and address issues that directly affect women, the
organization added.
 
‘State govt should implement reservation bill’

The Eastern Nagaland Women Organisation (ENWO) today stated that it supports the implementation of the 33% Women Reservation Bill in all Towns and Municipal Councils in Nagaland, in accordance with the Municipal Amendment Act 2006.  ENWO President and Joint Secretary in a press release stated demanded that the Nagas claim to be a democratic society, so than, the imminent 33% women reservation bill should be welcomed and implemented. After all, when the entire world is progressively going pre-equality, the women reservation bill is only 33% which is still far too less than equal. This reservation issue is quite inevitable. Sooner or later, it will come to pass. Therefore, the State Government in Nagaland instead of delaying it unnecessarily should implement it.
The Organisation added that the objective of the reservation is to give legitimate space to women in the decision making civic bodies to enable them to contribute their best to the society. “Women today represent more than half the population and are by and large well educated and more than capable to be integrated in the decision making bodies. The town councils and municipalities are modern civic bodies and as such have nothing to do with traditional/customary institutions, therefore, the constitutional and fundamental rights of women cannot be denied.”
