In order to carry forward “angikaar- A campaign for change management” under Pradhan Mantri Awas Yojana- Housing For All (Urban), Nagaland’s municipal affairs department today conducted a state level workshop for Training of Trainers (ToT) here at Hotel Japfü.


 
Concept of angikaar
Highlighting the concept of angikaar, S. Takatuba Aier, additional director and HoD, Municipal Affairs Nagaland, said that Mahatma Gandhi had envisioned a clean, green, healthy and litter free India. He said that in line with Gandhiji's vision, Pradhan Mantri Awas Yojana-Urban (PMAY-U), Ministry of Housing and Urban Affairs (MoHUA), has initiated angikaar, a three month campaign to mobillize communities for behavioural change management.


He said that the campaign will be rolled out in all PMAY (U) cities wherein PMAY (U) beneficiaries will be mobilized for change management through awareness on best practices of water, sanitation, energy conservation, environmental protection, waste management, health and hygiene.


He said that the MoHUA through its flagship mission PMAY (U) provides central assistance to states and Union Territories (UTs) in addressing the housing requirement of all eligible beneficiaries in urban areas including slum dwellers.


Aligning to the Government's vision to "Provide Pucca House to all Eligible Beneficiaries of Urban Areas by Year 2022, with basic amenities like water, electricity, kitchen and toilet", MoHUA, has so far sanctioned around 85 lakh houses under PMAY (U) of which 51 lakh have been grounded and more than 26 lakh have already been completed with a total investment of about Rs. 5.05 lakh Crore.


Presently, moving beyond the provision of housing, PMAY (U) aims to address issues that arise from life transformation.


Aier said that the objectives of ‘angikaar’ are to create awareness of best practices on water and energy conservation, waste management and health and hygiene, tree plantation and environment protection.


It also aim to converge with missions and programmes of this ministry and other concerned central ministries to create an enabled environment for PMAY (U) beneficiaries through their schemes/services and engage communities for a happier and healthier living by dedicating themselves to work towards social and environmental goals.
‘angikaar’ also aim to acclimatize families and communities in adapting to the new environment by fostering cohesive living through social behaviour change management.


 
Overview of the campaign
Kevilenuo Solo, State Nodal Officer, PMAY-HFA (U) and assistant director Municipal Affairs said that angikaar will surround various activities.


There will be orientation for angikaar resource persons, SLTC/CLTCs, ULB and nominated staff of other departments.


There will be door to door awareness campaign on schemes & services along with need assessment.
Awareness camps will be organized to disseminate key messages, street plays, puppet shows, posters, leaflets, vehicle announcements etc.


There will also be qualitative and quantitative indicators, IVRS, Tele-calls & survey and key messages, speeches and distribution of awards, issue of certificates to students and volunteers.


During observance of angikaar, impact assessment will be carried out on water saving, environment, energy conservation, solid waste management and outreach.


After completion of entire angikaar programme, qualitative assessment will be done.
•    Water supply: It will assess number of AHP and ISSR projects using recycled water.
•    Health: Number of beneficiaries that have received Health cards under Ayushman Bharat
•    Ujjwala: Number of beneficiaries who have received LPG connections under Ujjwala
•    Environment: Number of trees planted during the campaign
•    Number of rain water harvesting and recharge structures in PMAY (U) houses/ projects
•    Energy Conservation: Number of Solar Energy devices such as solar lighting for household purpose and number of PMAY (U) houses/ projects using LED lights
•    Solid Waste Management: Number of PMAY(U) households where waste is collected and where waste is segregated at source and number of wet and dry dustbins beings used
•    Outreach: It will gather number of PMAY (U) beneficiaries outreached for awareness on schemes and services and number of people (non PMAY–U) outreached during for awareness on schemes and services in wards (BLC locations).


 
IEC activities to cover 12,889 beneficiaries in Nagaland
Nchumthung Ovung, IEC specialist, SLTC, PMA- HFA (Urban) said that IEC strategy have been prepared to cater to the different needs of the rural and urban masses through the various tools for communication.


Ovung said that IEC activities will create awareness among the public regarding the various programs.
IEC activities will cover 12, 889 beneficiaries in 14 towns (Kohima, Dimapur, Mokokchung, Tuensang, Wokha, Zunheboto, Mon, Kiphire, Phek, Shamator, Longleng, Medziphema, Jalukie and Peren).


Eight vertical IEC activities will cover swachh bharat mission, ayushman bharat, ujjwala, water conservation, tree plantation, energy conservation, cohesive living and environment protection.


Ovung said that IEC activities will be marked by posters, leaflets, interpersonal Communication Strategy/Training, hoardings in the 14 towns for awareness, newspaper advertisement/promotion, advertorials/articles to be published highlighting the program, Bulk SMS campaign, local cable TV highlighting the program, handouts with details on effects and impacts of climate change, hygiene, painting competition, essay, debate competitions at the school, college level, Radio jingles/Radio interviews, purchase Local Cable Crawler space for campaign awareness,  short videos on the 8 verticals, flash mobs, street plays, public address announcements, social media platforms, mural/wall paintings, angikaar march and tree plantation.


 
Ayushman Bharat- PM-JAY
Talking on Ayushman Bharat- PM-JAY, Dr. Sao Tunyi, consultant, GIZ, AB-PMJAY, Nagaland said that Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) is a government funded health insurance scheme which provides free treatment of up to Rs. 5 lakhs per family per year. He said that the scheme provides cover to over 10 crore families in India, and 2.3 lakhs families in Nagaland.


In Nagaland, there are 59 empanelled hospitals running the scheme, 55 government and four private hospitals, he said. “With your ecard, you can go anywhere in the country and get free treatment from any empanelled government or private hospital,” Dr. Tunyi said adding that the scheme covers around 1500 treatment packages which include majority of secondary and tertiary care.


Tarachu Fithu, state nodal officer, SBM-U, & deputy director urban development Nagaland also talked on Swachh Bharat Mission (Urban) while representative from health & family welfare talked on National Urban Health Mission.
Thomas Quinker, MIS specialist, SLTC, PMAY-HFA (U) lectured on angikaar module in PMAY (U) mobile application.
Further, Vikeyie Soleho, SLTC, Thungdemo Humtsoe, SLTC and Thomas Quinker SLTC also talked on hands on training on MIS system and mobile application demonstration of door to door awareness through a short skit.


Temjensangla, State Mission Director PMAY-HFA (U) and deputy secretary to Govt of Nagaland made a concluding remark while vote of thanks was proposed by Temjenrenla Kechu, deputy director, municipal affairs.
