KOHIMA, MAY 26 (MExN): The All Nagaland Government Primary Teachers Association (ANGPTA) held an emergency meeting in Kohima on May 23.
The meeting was chaired by Kivigho Zhimomi, Vice President (Admin), ANGPTA and recorded by Kekhriengulie Khezhiethe, Joint Secretary (Admin), ANGPTA.
After lengthy deliberation, the house unanimously resolved to maintain a common seniority list for Primary Teachers under the Department of School Education, so as to work according to the feasibility of technical proceedings.
The House also deliberated and resolved inclusion of SSA (Primary Teachers) into common seniority and that NSSATA (Primary Teachers) shall pursue according to their convenience/proceeding with the support of ANGPTA.
To mark the achievements and the tenure of the ANGPTA Central Office Bearers (2017-19), the House resolved to host the General Conference during the last week of October or the first week of November 2019. The Budget for the aforesaid Conference shall be prepared by the Central Office Bearers and shall inform the same to the Districts and Sub-Units as early as possible, it agreed.
Further, the meeting resolved that Primary Teachers who are yet to register with the ANGPTA, are bound to pay the penalty along with the first registration fee and yearly membership fee collection.
The SSA (Primary Teachers) present at the meeting suggested that since they are also a part of ANGPTA, the District Units and Sub-Units may collect the registration fees and yearly membership fees from them. It was added that the Central ANGPTA would inform the Districts and Sub-Units shortly for the collection of annual membership fees.
“Defiance and non-cooperation to the Association's directive may invite objection/obstruction in the seniority claim of the default teachers,” it was cautioned.
It also resolved that concerned teachers would sign an undertaking during the collection of registration and membership fees so as to authenticate the documents and streamline for effective preparation of the seniority final list.
With regard to Ad Hoc Regularized Teachers, the house resolved to work out whether to count their date of appointment or the date of regularization for claiming the seniority “amicably and reasonably basing on the anomalies found in the terms and condition of the regularization letter.”
“Since it is found that the order of P&AR and Department contrasts, this issue shall be brought to the notice of the Government and the Department for early solution,” the meeting agreed, while informing the Ad Hoc Regularized Teachers to bring forward more of such documental evidences.
Earlier, the meeting began with an invocation prayer by Bendangnukshi Sangtam, Vice President, ANGPTA.
An introduction speech was given by James Ruokuoselhou, President, ANGPTA, where he highlighted the New Service Rules of the Department; clarified the status of ANGPTA recognition with the Government, Department and CANSSEA; clarified on the delay of preparing tentative seniority list; and spoke on the advantages and disadvantages for preparing Common seniority list and District wise seniority list. He encouraged the members to spread the views for uplifting the status of Teachers in Charge to Primary Head Teacher/ Head Teacher in GPSs and GMSs during the next Cadre Review.
