Animal Husbandry- potential sector for state’s eco

Dimapur, October 8 (MExN): A State level workshop on GOI sponsored schemes under Animal Husbandry was held for senior bank officials at the conference hall, Nagaland Bamboo Resource Centre, Dimapur today. Organized by NABARD, Nagaland Regional Office, Dimapur, the workshop was held with an aim to sensitize bankers for implementation of new schemes of GOI for development of Animal Husbandry sector. 

Thangi Mannen, IAS Commissioner & Secretary, (Veterinary & AH and also Chairman of state level sanctioning & monitoring committee, presiding over the workshop stated that the workshop was conducted to deliberate on how best to optimize a very potential sector of the animal husbandry sector in state’s economy. “Today’s workshop is to create awareness of the CSSs and also to bring a synergy in bridging the gap between the financial sector and the farmers through credit link subsidies of the government” she said. 

Pointing out that there are a great number of schemes which GOI has introduced recently and old schemes too, and which Nagaland is lacking far behind in implementation of these schemes, she opined that either the banks are not aware of it or the GOI hasn’t created proper awareness. 

Stating that on examination of some of the schemes, it was found that some were unsuitable to the state and as per the realistic needs of the farmers and hence she would be recommending to the government to make it as per the requirements of the farmers. “Eventually it is the people of Nagaland who will benefit from these schemes” she concluded. 

NABARD informed that the centrally sponsored schemes  (2010-2012) are: integrated development of small ruminants and rabbits, scheme for salvaging and rearing of male buffalos calves, central sector scheme on ‘pig development’, central sponsored scheme for establishing poultry estates and mother units for rural backyard poultry, centrally sponsored schemes for “utilization of fallen animals” and dairy entrepreneurship development schemes. 

Identified beneficiaries under these schemes will avail bank loan for the specified activities and they will be provided back-ended capital subsidy by GOI @ 33.33% in NE states including Nagaland. It was also informed that banks have started financing various schemes in the state and NSCB has financed 73 schemes in different district of the state. 

The Department of Animal Husbandry, Dairying and Fisheries, Ministry of Agriculture, GOI is the focal department for the scheme and NABARD will be administering the Capital Subsidy through financing banks. For implementation of these schemes, a state Level Sanctioning and Monitoring Committee (SLSMC) has been constituted by Government of Nagaland with Thangi Mannen as convenor.  

Detailed discussions on speedy implementation of the new schemes introduced by GOI and discussion, clarification, action planning and target on credit linked subsidy schemes was held during the meeting. 

Earlier, welcome address was given by NABARD RO and highlights of the scheme by Dr. U.S Saha, General Manager & Officer-in-Charge, NABARD, Nagaland RO, while Dr. Arikeri, AGM, NABARD, head office also presented on scheme details. The workshop was attended by senior officials of major banks operating in Nagaland.
