RTI reply on scholarship from higher education department

The major concern for the students in this Campaign, ‘Youth for Transparency and Good Governance’ has been the issue of scholarship. The questions raised on the delay of Scholarship release; the difference of amount received between technical and non-technical students; the higher amount of scholarship received by students from other State, etc.
On the question of delay, the Department has clarified that ‘the sudden implementation of the State Government policy to disburse scholarship directly to the students Personal Bank Account’. The ‘Notification came only after the students had submitted their forms’, and ‘students could not submit their Account Number in time’. The Department also rued that some students are submitting their account number even these days, while many wrongly submitted their account numbers without proper cross verification. “The Department clarified that Technical scholarship is implemented by the Directorate of Technical Education. The rates of scholarship for various Scholarship Schemes are fixed by the funding agencies like the State Government and Ministries under the Government of India. Therefore, the differences in the rate of Scholarship will be there. The Department is awarding scholarship to students as per the rate fixed by the funding agencies”. “The process of entering the details of 37,880 (thirty seven thousand eight hundred and eighty) students beneficiaries under the Post Matric Scholarship to ST students Scheme took time for completion”. The Department also clarified that the ‘State Government has received the final sanction of fund in the month of February 2011’. However, due to the aforementioned reasons the scholarship could be released only in the month of September.
The total amount received district-wise for 2010-11 was topped by Dimapur with Rs.6,33,95,240/- (six crores, thirty three lakhs ninety five thousand, two hundred and forty), with 13014 (thirteen thousand and four) students, followed closely by Kohima with 6,18,97,633/- (six crores, eighteen lakhs, ninety seven thousand, six hundred and thirty three) with 12,931 (twelve thousand, nine hundred and thirty one) students. Kiphire registered the least number of students 314 (three hundred and fourteen) receiving the amount of Rs.12,02,258/- (twelve lakhs, two thousand, two hundred and fifty eight). In the Merit Scholarship for the year 2010-11, Kohima topped the list of merit students with 2359 awarding the total amount of Rs.1,33,24,500/- (one crore thirty three lakhs, twenty four thousand and five hundred). 1794 (one thousand seven hundred and ninety four) students from Dimapur received merit scholarship, the total amounting to the tune of Rs.99,79,280/- (ninety nine lakhs, seventy nine thousand, two hundred and eighty).
