DIMAPUR, JULY 31 (MExN): The Administrative Reforms Commission members headed by M Veerapa Moily, former Chief Minister of Karnataka held interaction with the State Government officials on a wide range of issues with special focus on conflict management and maintenance of law and order. The (ARC) members held an interactive meeting with State Government Officials on July 27 in the Secretariat conference hall.
Addressing the meeting the ARC Chairman Veerapa said Nagaland State enjoys a special constitutional provision under Article 371 (A) for administration and socio economic development of the state. As such the Chairman said the Commission is rather keen to know the system of governance where traditional system such as customary laws and practices are involved in delivering just administration. The ARC members also shared views with the officials on what intervention is required from the Commission for further improvement of the administration.
During the meeting the State Government made presentations on successful initiatives such as Village Development Board (VDB), Communitisation and implementation of Nagaland Environment and Economic Development (NEPED) to enable the visiting panel to grasp the idea of delivering just administration and socio economic development of the state.
The working system of VDB was presented by Toshi Aier, Principal Secretary Rural Development while Alemtemshi presented the concept of Communitisation of service sector of the government. Temjen Toy presented the External Aided Project, NEPED.
Drawing the attention of the ARC members on law and order problem in the state, DGP Nagaland, K. Changkija said insurgency and illegal migration problems which encompasses the entire north east states should not be left as mere law and order problems. He suggested that these problems should be declared as national problems.
The other Commission members who attended the meeting included AP Mukherjee former Lt. Governor of Mizoram, Vineeta Rai, daughter of former Nagaland Governor L.P. Singh and former Revenue Secretary, Government of India and T.K.H Tharakan.
Later, the ARC members held a separate meeting with All-India Services of IAS, IPS and IFS in the Chief Secretary’s Conference Hall.
