In a shocking revelation the Power department has appointed 40 persons to different post without any advertisement or meeting proper procedure in the month of September alone. As per the appointment order issued by Chief Engineer these appointment were made between September 7 and September 18. With these appointments the department has deprived many eligible candidates from appearing the recruitment, source alleged.
Similar clandestine appointments were also reported from the Department of Home (Police service). Source disclosed that the department has so far decided to recruit 37 ASI, SI and ABSI into 14th IRB without routing through proper procedure on merit basis.
These recruitment were reportedly done through a committee under the Chairmanship of LT Lotha IGP (HQ), member secretary Ramakant Gupta (AIGP), member Chasse DIG (NAP), Dr Adaho (SMO), and the order was signed K Kire ADGP, source said.
Source also further disclosed that in contravention to the Supreme Court directives the State government has already issued an order for regularization of contract/ad-hoc government who has completed three years in the service. Since this regularization is not in accordance with the procedure enshrined in the constitution it can be considered as backdoor appointment, source alleged.
Meanwhile, the Naga Students’ Federation said that all these appointments were random and purely through backdoor and urged upon the State government to requisite vacant posts to the NPSC and through appropriate procedures. NSF President, Imchatoba Imchen and General Secretary, Hetoi Chishi, in a letter to the State Chief Minister said that ‘emotions and sympathies’ should not be the criteria for any appointment, but to let concrete recruitment procedures avail to all for equal privilege and open competition.
The NSF also felt that the government decision to regularize contract or ad-hoc government servant on completion of three years in service is direct violation of Supreme Court verdict on service regularization, adding that the Federation would stand to oppose any process that is against the essence of ‘equal employment. It cautioned the State government that unless the latter take a corrective measure the Federation will not hesitate to take steps in order to safeguard society.
