BRAP 2019: Nagaland’s business prowess falters

Nagaland’s ability to implement business reforms and attract investment reforms seem to be faltering according to the latest the Business Reform Action Plan (BRAP) report card. 

The Union Minister of Finance and Corporate Affairs Nirmala Sitharaman announced the 4th edition of BRAP ranking of states on September 5. 

As per a release from the Ministry, Nagaland along with nine other states collectively ranked at 29th, the lowest category among 33 States and Union Territories (UTs). 

Andhra Pradesh topped the 2019 BRAP ranking, while Uttar Pradesh and Telangana were 2nd and 3rd respectively. 

The details of the ranking in the Department for Promotion of Industry and Internal Trade (DPIIT) website informed that out of 187 total reform count, Nagaland implemented 17 leaving 170 unresolved.   

In 2017-18 edition of the ranking, the state was ranked 28. 

According the Ministry, the ranking of States based on the implementation of Business Reform Action Plan started in the year 2015. 

The Business Reform Action Plan 2018-19 includes 180 reform points covering 12 business regulatory areas such as Access to Information, Single Window System, Labour, Environment, etc, it said. 

The larger objective of attracting investments and increasing Ease of Doing Business in each State was sought to be achieved by introducing an element of healthy competition through a system of ranking states based on their performance in the implementation of BRAP

 The ranking gave full weightage to the feedback from over thirty thousand respondents at the ground level, who gave their opinion about the effectiveness of the reforms, the release said. 

“State rankings will help attract investments, foster healthy competition and increase Ease of Doing Business in each State,” it added.
