Call for effective functioning of judiciary

Parliamentary Secretary for Justice & Law and SIRD, Er. Picto Shohe has urged upon all levels of judiciary to effectively coordinate with one another in order to bear fruitful results from the department.  

Speaking as chief guest at the inaugural programme of State Level Refresher Training for Panel Lawyers of Nagaland State Legal Services Authority at Circuit House, Dimapur on Saturday, Er. Picto disclosed that the state has not been able to submit proper Utilization Statement/Certificate for infrastructure development as far as the Justice & Law Department was concerned. He said available funds could not be procured owing to this problem.  

He said that the Chief Justice of India (CJI), during a meeting of Chief Ministers and Law Ministers in January, had asked the Chief Ministers and Chief Justices of High Courts to cooperate for effective functioning of the judiciary.  

Er. Picto said that the CJI had asked all states to start morning, evening and holiday courts for early disposal of pending cases. “The CJI had also asked all states to immediately dispose off all cases pending for more than five years,” he added.  

He appreciated the NSLSA for conducting such programmes through which people were made aware of their rights and wrongs and to seek justice through lawful means. “Naga people are benefitted by availing services through Lok Adalat, Legal Aid Clinic, legal awareness programmes etc,” he added.  

Delivering keynote address, Member Secretary, NSLSA, Nino Iralu, NJS, said that the NSLSA was effectively rendering legal services to the public by creating awareness on pertinent laws and also facilitating speedy disposal of pending cases. She said free legal counsels were also provided to under trial prisoners who could not afford to hire legal services.  

She informed that the NSLSA has so far empanelled 88 lawyers and that there were 98 functioning legal aid clinics. “NSLSA has also trained 613 para legal volunteers out of which 98 are functioning monthly,” she added.  

During the programme, Additional Secretary, Justice & Law, Ngamjok Konyak delivered the welcome address while Principal District & Sessions Judge, Dimapur, G.H. Ramlia proposed the vote of thanks. The inaugural programme was attended by panel lawyers, and a host of senior lawyers.
