Capacity-building training for ministerial staff begins in Kohima

Kohima, May 1 (MExN): A two-day capacity-building training programme for ministerial staff of the District Administration Kohima commenced on Friday at the Deputy Commissioner’s Conference Hall in Kohima.

The programme is being organised by the district administration in collaboration with the Administrative Training Institute (ATI), Nagaland.

Addressing the inaugural session, Deputy Commissioner Kohima B Henok Buchem, NCS, expressed enthusiasm over the initiative and the participation of experienced ministerial staff. He said a team of competent resource persons had been selected for the training.

Highlighting the foundations of institutional progress, Buchem said three key elements are essential for any office — robust infrastructure, technological upgradation, and continuous skill development of manpower. He stressed that capacity building should include all staff members to ensure overall efficiency.

He described the initiative as an “organic local arrangement” conceptualised by the district administration in collaboration with ATI and the Department of Personnel and Administrative Reforms (P&AR), and lauded the organising team led by EAC Ane Khieya.

The deputy commissioner said the training aims to equip participants with practical skills, build confidence and promote a culture of continuous learning. He emphasised the importance of teamwork, noting that administrative functioning is a collective effort where every role is significant.

Underscoring the importance of file work, Buchem said drafting and processing of files reflect an official’s professionalism and responsibility. He stressed that clarity, accuracy and adherence to government guidelines in documentation are critical to avoid administrative and legal complications.

Encouraging active participation, he urged attendees to engage in the sessions, ask questions and stay updated with evolving rules and procedures.

Earlier, Under Secretary, P&AR, Lithrila Sangtam spoke on the importance of training and the government’s evolving approach towards capacity building. She also presented an overview of the programme and conducted the first session on the Nagaland Government Servants’ Conduct Rules, 1968. UDA Vilalie Sogotsu highlighted the expected outcomes of the training.

The inaugural session was chaired by SDO (Civil) Kohima Er Seyiekhrietuo Solo, while ADC Chiephobozou Vekusheyi Rhakho, NCS, delivered the closing remarks.

Day one sessions included record management by assistant record officer P&AR Chenonlo Woch and service matters by under secretary P&AR Weku Zhiemi. Day two will focus on file noting and drafting, and file management, to be conducted by deputy secretary ATI Asalie Lese.
